Three months after Apex Court direction, Govt fails to frame policy for welfare of transgenders

Jammu, Nov 19: Three months, since Supreme Court of India issued directions to frame a comprehensive policy for welfare of transgenders, the Jammu and Kashmir Government has failed to initiate a process towards such a sensitive issue.
Sources informed that in the backdrop of directions passed by Apex Court the State Government had constituted a 12-member committee, headed by Chief Secretary, to examine the formulation of state policy on trans-genders.
They said that apart from holding one meeting nothing has been done so far. The committee constituted to formulate the policy comprised administrative secretaries of 11 departments.
"The committee, according to its terms of reference, will frame policy to help the transgender community to lead a decent life and enable their mainstreaming into the society", sources said and added "Besides, it would suggest adequate measures to be put in place for the welfare of the community."
The committee, as per the order, would take decisions on conducting survey of trans-genders in the state through designated agencies/district administration, socio-economic empowerment of the community, and their mainstreaming within the general education system.
"It will also take decisions on the inclusion of contents on trans-genders in the curriculum of adolescent education in schools to sensitize children, framing hospital policies on registration and admission of trans-genders," the order added.
An official in Social Welfare department said that they have held meeting with several departments. "We need help from all departments to prepare comprehensive policy for their welfare," he said and added "We will frame district level committees to identify them".
He informed that the committee would make changes in basic documents such as application forms of schools and categorize them to include particular category. He added that every measure would be taken for the welfare of community.
