Omar rakes up accession & Article 370 issue to woo voters
12/5/2014 10:31:02 PM
Now that three more phases of the Assembly election is to be completed in Jammu and Kashmir Chief Minister,Omar Abdullah, has , once again, rake up extraneous issues that have no direct link with the poll process. Yes, by raking up issues pertaining to state's accession with India or to Article 370 Chief Minister seems to be trying to woo voters, particularly in the Kashmir valley. Having come to know that voters all over the state are inclined to vote for change, vote for a party that could provide good governance Omar Abdullah is trying to woo voters in the valley. He seems to make final bid for luring voters to his National Conference in the valley after the NC leadership has come to believe that the region of Jammu, which has 37 seats and that of Ladakh, which has four seats, may not support the National Conference. Thatshould be the reason for Omar Abdullah to talk about state's accession and Article 370 that grants special status to the state of Jammu and Kashmir. Knowing that majority of people in the regions of Jammu and Ladakh are for abrogation of Article 370 and support the idea of full integration of the state with the rest of the country Omar is trying to win over the support from the voters in the valley, which has 46 seats. It is in this context that Omar Abdullah has said that Jammu and Kashmir had "conditionally acceded" to India based on "constitutionally validated conditions" that had been "violated by erosion to Article 370". Those desirous of a debate on Article 370 should read history. Jammu and Kashmir had acceded to India based on conditions put in place by Sheikh Abdullah. Hence the National Conference would never give up its demand for reversal of erosion in Article 370 because this Article is not negotiable. He said the NC would continue to strive for restoration of autonomy. The NC leadership believes that if there is a debate on Article 370 it should be held in the context of erosion in the spirit of the Article. One should debate on ways and means for restoring the original spirit of Article 370. He is not for debate to find out whether the Article has proved beneficial to the people of the state or not. What is sheer electoral opportunism on the part of Omar Abdullah when he blamed PDP supremo, Mufti Mohd. Sayeed for playing a major role in the erosion of Article 370. Well those who have been watching political developments right from 1948 onwards will agree that National Conference leadership has been responsible for erosion in the original spirit of Article 370. Under Article 370 any central law cannot be extended or made applicable directly to the state of Jammu and Kashmir. However, any central law can be extended to the state of Jammu and Kashmir with the approval of the state legislature. That way the National Conference has been in power for more years than the Congress or the PDP. And several hundred central laws have been extended to the state of Jammu and Kashmir during the last 60 years or so. How? These laws have been made applicable to the state of Jammu and Kashmir only after the approval from the state legislature. Since the NC has remained in power for the longest period it means that most of the central laws have been extended to the state with the approval of the NC leadership. For all these years, especially during the election period, the NC and other valley centric parties rake up Article 370 and majority of people in the valley believe that if Article 370 was abrogated the centre may not provide liberal financial assistance to the state of Jammu and Kashmir.
