Court directs Director Vigilance to proceed against former SSP, others
Patwari faces jail for registering false case

Jammu, Dec 5: Going tough against the harassment in the shape of judicial custody of 10 days and social stigma attached to it, Special Judge Anti Corruption Jammu Sanjay Dhar directed Director Vigilance Organization to seek explanation from the Vigilance officers including the then SSP Vigilance, S. Ahfadul Mujtaba, TLO and proceed against them in accordance with the law, besides, court directed Director Vigilance to book complainant namely Asha Rani and Reyaz Ahmed Malik who also happened to be a patwari U/s 182 r/w, 120 B RPC for registering a false case of bribe against one Mohd Rashid, the then patwari Hakkal, Jammu.
The court issued directions after Vigilance Organization Jammu filed closure report in FIR No 27/2010 for offenses u/s 5(2) J&K P.C Act r/w 161 RPC, admitting that the Patwari Mohd Rashid has been booked on false and fabricated complaint. Earlier also, Vigilance Organization Jammu filed closure report in January this year, but the same was not accepted by the then Spl. Judge Anti corruption Puneet Gupta on the basis of few lacunas and directed SSP Vigilance to reinvestigate the case in a more professional manner.
One Asha Rani W/o Raj Kumar R/o Hakkal Jammu had filed a written complaint of bribe at Vigilance Organization Jammu on 12-10-2010 against the then Patwari Mohd Rashid. The then SSP Vigilance had ordered registration of a case against Mohd Rashid and subsequently trap was laid and the accused Patwari was caught red handed as per the police version.
Later, during investigation, it was realized by the Vigilance that there were weak evidences against the alleged accused patwari and the matter was apprised to the then Vigilance Commissioner P.L Gupta. Realizing fault on their part, investigating officer Inspector Pawan Kumar filed closure report of the case in January 2014 but the court did not accept it and ordered reinvestigation of the case. The re- investigation of the case was carried out by Inspector Kamal Sangara under the supervision of SSP Vigilance R.K Chalotra who again submitted the closure report in elaborated manner recommending registration of case against Asha Rani and Riaz Ahmed Malik which was accepted by the court.
