For all its ills Pak blames India

It has become a sort of a hobby for Islamabad to hold India responsible for any evil that hits Pakistan.Even for any natural calamity Islamabad is quick to blame India for either misleading Pakistan or for providing wrong information.And this is what Pakistan has to say about the recent floods that caused massive devastation and death in Jammu and Kashmir and later to Pakistan and occupied Kashmir. Islamabad has held India responsible for providing wrong information about the level of rivers Chenab,Jhelum and other rivers in Punjab that flow into Pakistan and occupied Kashmir.Since under the 1960 Indus Water Treaty India does not hold as much advantageous position in Jammu and Kashmir as it enjoys in Punjab.The result is that Pakistan has been trying to dictate terms to India whenever the Government of India or the one in Jammu and Kashmir plan to build a hydel power plant. Pakistan is quick to lodge one protest or the other even if the Government decides to upgrade the lift irrigation system in Jammu and Kashmir.
The recent floods were actually flash floods that caused death and devastation forcing the Government to be in panic still the state authorities besides men of the Army,Air Force and National Disaster Response Force had initiated measures that did not allow civilian casualties to go beyond 50.
What does Islamabad has to say about the floods and India's role in aggravating problems for Pakistan ? India aggravated monsoon-triggered floods in Pakistan by providing faulty information, a post-flood report by the government has claimed. Under the Indus Waters Treaty, India is bound to provide information about water level in Ravi, Sutlej and Beas, Chenab and Jhelum during the flood season. A post-flood report of the Irrigation and Power Department of Pakistan says India provided misleading information regarding water flows in Rivers Chenab and Jhelum resulted in aggravating damage in 14 districts during floods between September 5 and 17. The floods inundated 1,241 villages and 2.1 million acres of land in 14 districts.
As many as 248 people lost their lives in the calamity. The report says, India provided confusing data to the Pakistan Commissioner of Indus Waters and urged Pakistan to take up the issue with Indian authorities to avoid such losses in the future. The report also blamed official mismanagement for the floods and loses by saying that the natural drains were encroached which added to floods. It has recommended that flood forecast system be improved. It has also called for enhancing the capacity of storm drains. Well as far as Islamabad's attitude towards New Delhi is concerned India does not accept the veracity of the report compiled by the Irrigation and Power Department in Pakistan. In fact it is not an easy thing to provide hourly information about the level of Chenab and Jhelum that had inundated several hundred villages,besides capital city of Srinagar and other small towns.The Indian Army,the Navy,and men of the National Disaster Response Force had played a vital role in carrying out rescue and relief operations.In addition to this a team of volunteers in Srinagar and adjoining areas too saved lives of several hundred people.If the level of damage and deaths owing to floods has been greater in Pakistan and occupied Kashmir than what took place in Jammu and Kashmir it is the result of mismanagement by the authorities in Muzaffarabad and Islamabad.
This way Islamabad is trying to cover its failure in providing timely relief and for carrying out instant rescue operations in flood hit areas by holding India responsible for providing misleading or wrong information about the water level in Chenab and Jehlum.The story resembles the one that is being dished out Islamabad on India's role in Afghanistan. If Afghanistan has been facing the threat from the Taliban Islamabad believes that the Taliban has been the creation of New Delhi.This allegation is as fantastic as the one in which Islamabad blames India for having furnished wrong information about flood level in Chenab and Jhelum Even for ceasefire violations Pakistan has been holding India responsible when the world knows that Pakistani troops have been firing the first shot. It would be better for Islamabad to set its house in order before raising fingers against its neighbor.
