Provide shelter sheds to flood affected families within one week: HC | | | Early Times Report Srinagar, Dec 10: Jammu and Kashmir High Court has directed government to provide shelter sheds to flood affected people within a week's time. In case of failure to do so, a Division Bench of the court comprising Justice M H Attar and A M Magrey directed Chief Engineer R&B as well as three Deputy Commissioners to appear personally before it on next date of hearing on 16th December. "The status reports filed by the Dy. Commissioners (except Shopian and Kupwara) would show that the Shelter Sheds, for those persons whose houses were completely damaged in the recent floods and for whom the construction activities have been undertaken by the State Government through its own agencies, are not complete in any of the districts as on date," the Division Bench observed. The affidavits also show that some NGOs have not only constructed these Shelter Sheds but have already handed over the possession to the affected families. "It appears that the executing agencies are not showing concern in completing the construction of the Shelter Sheds at the earliest," the court said. The winter season has already set in, and the mercury level during the night hours dips below zero level, the court said. "The affected families if not provided the Shelter Sheds within week's time, would immensely suffer because of chill of the winter and may besides being afflicted with serious diseases, may cost some of them of their lives," the court said and directed the authorities to exhibit utmost urgency in completing these sheds. The court also expressed anguish at reports of the Dy Commissioners Anantnag and Pulwama and termed it only a paper work. "Nothing comes forth from these reports as to how many people are to be accommodated in the Shelter Sheds and at what stage construction of the Shelter Sheds is. The reports of these two Districts show that the District Development Commissioners are not serious in providing the Shelter Sheds in the shortest possible time to the affected families." The court said that the affected families deserve immediate and urgent attention by the state authorities as also by the authorities of the Central Government. "We, at the request of Advocate General and Makroo, ASGI extend time for complying with the directions issued by the Court from time to time and specially in order dated 01.12.2014 so as to enable them to pay rent to all the affected families during the course of this week and file the status report about the same." The other assistance which is required to be given by the State and Central Government shall also be provided to the affected families during the course of this week and compliance report be filed before next date, the court said. The court also perused the report filed by Advocate General on behalf of General Manager SFC, stating that nine temporary timber outlets have been opened in Srinagar and some timber has been given to some of the affected families. |
