Agriculture deptt fails to utilize half of funds sanctioned under RKVY
Utilization Certificates of last two years not submitted

Jammu, Dec 10: Jammu and Kashmir Agriculture Production department has failed to utilize funds to the tune of nearly Rs. 15 Crores out of Rs. 27 Crores sanctioned under Rashtriya Krishi Vikas Yojna (RKVY) in the year 2012-13.
The department has also failed to send Utilization Certificates (UCs) of funds sanctioned in previous year and to get funds released for financial year 2014-15, they have taken shield of devastating funds in valley and appealed before Union government to release second installment of RKVY without awaiting UCs of previous year.
Sources in Agriculture department informed Early Times that in a recent review meeting held at New Delhi to assess implementation of RKVY, the Union Agriculture Ministry had taken strong note over the failure of J&K Agriculture Production department to utilize funds sanctioned in year 2012-13 under RKVY.
Sources further disclosed that a total of Rs. 27.38 Crores was sanctioned in 2012-13 by Union government under RKVY out of which only Rs. 12.49 Crores were utilized by state government, leaving behind an amount of nearly Rs. 15 Crores unspent for the last three years. Out of Rs. 27.38 crores total amount an amount of Rs. 6 Crores each was sanctioned to Jammu and Kashmir region. To utter surprise the Agriculture department Jammu was able to utilize only Rs. 78 lakhs out of Rs. 6 crores while Kashmir division used nearly Rs. 3 crores.
They further said that on one hand state agriculture department had failed to utilize funds and on the other it had also failed to furnish Utilization certificates (UCs) of funds utilized in year 2013-14. "The Union Agriculture Ministry had also sought Utilization Certificates (UCs) of previous year but State Agriculture officials had appealed to release the second installment of RKVY, in view of the recent catastrophe caused by floods, which had destroyed crops, fruits, vegetables etc", sources said, adding that and the officials had also appealed for release of second installment of RKVY without awaiting UCs.
