Rate list of Pvt Nursing homes, labs in Jammu: Directorate of Health ignorant 12/14/2014 11:54:51 PM Early Times Report Jammu, Dec 14: The Directorate of Health Jammu has said that rate list related to undertaking of various investigations , tests and surgeries is not available with them and the same lies with Government. The Public Information Officer (PIO) of Directorate of Health who is also the Deputy Director of the directorate gave these details before State Information Commission (SIC) during a case hearing of an appeal filed by an RTI appellant who was denied the said information by the Directorate of Health Services under RTI Act. As per details available one Naresh Gupta R/o Mohalla Paharian, Jammu moved an application dated 14-07-2014 before the Public Information Officer in the office of Deputy Commissioner, Jammu under Jammu & Kashmir Right to Information Act, 2009 where-in he sought certain information relating to Diagnostic Labs and Nursing Homes of Jammu city. After receiving the application of the applicant, the Public Information Officer/Additional Deputy Commissioner, Jammu transferred to Public Information Officer, Health Services, Jammu U/s 6(3) of the Jammu and Kashmir Right to Information Act, 2009 because the information sought by the information seeker was held by the office of Director Health Services, Jammu. Meanwhile, the information seeker filed 1st appeal dated 25-08-2014 before the 1st Appellate Authority (FAA) in the office of Deputy Commissioner, Jammu. The 1st appellate authority disposed of the appeal with the observation that it is not based on merit as it was filed before the wrong forum and was not adjudicated upon by the 1st appellate authority. The appellant would have filed 1st appeal before the Director Health Services, Jammu which is the appropriate forum. However, the Public Information Officer, Health Services Jammu apprised the SIC that the information was sent to the information seeker on 19-08-2014 which was actually not received by the information seeker. Subsequently, the information was again sent to the information seeker vide letter no. DHSJ/PIO/5987-88 dated 14-11-2014 which has been duly acknowledged by the information seeker. During the course of proceedings held on 28.11.2014 , the information seeker brought to the notice of the Commission that information relating to approved rate list of Diagnostic Labs for all types of tests conducted by these labs and the rates of Nursing Homes such as room rent, operation charges and other charges etc. has not been provided to him. Dr. Gurjit Singh, Deputy Director Health Services(HQ), Jammu/Public Information Officer apprised the Commission (SIC) that the said rate list is not available in the Directorate of Health Services, Jammu and moreover the earlier rate list which was approved by the government in 2012.
