| Let PDP & BJP avoid delaying Govt formation | | | Notwithstanding the fact that the BJP
and the PDP walk on parallel lines,that
seldom meet,occasion demands that the two should narrow down differences that keep on surfacing while the two sides try to finalise the Common Minimum Programme which could be the basis for the coalition Government in Jammu and Kashmir.About 55 days have elapsed when the Assembly election results were announced and people are eagerly waiting for a civilian Government to replace the Governor's rule.People had voted for a change.They wanted a new political combination to form the Government and that could be the reason for the voters to give their mandate to the PDP in the Kashmir valley and to the BJP in the region of Jammu.In fact the Congress and the National Conference, that ruled the state for six years, were discarded, rejected.
Since majority of people were unhappy with the performance or lack of it of the Congress-NC coalition rule they mauled the two parties to the extent that even several ministerial colleagues of Omar Abdullah had lost the election and prominent among them included Abdul Rahim Rather,Taj Mohiuddin,Tara Chand.Peoples' anger was at its peak during the poll process that the NC lost 13 seats when compared to the 2008 election results and the Congress had lost eight seats when compared to 2002 poll performance.
Hence it is the duty of the BJP and the PDP to give a clean and stable Government to the people of Jammu and Kashmir so that under their rule peoples' problems,especially unemployment and energy crisis were resolved.Yes,since the BJP and the PDP have conflicting views on various issues framing a CMP is not an easy task.The two differ to their ideology and outlook.How can one expect the two to have views similar to each other on certain contentious issues,including Article 370, AFSPA,grant of citizenship rights to the West Pakistan refugees.
The BJP leadership is right when it has suggested to the PDP that for lifting of the AFSPA there was need for clearance from the Ministry of Defence. Unfortunately the issue pertaining to the lifting of the AFSPA has been given a political colour when it is merely and purely a security related issue.Security forces, particularly the Army are the right people to oppose or support the demand for lifting of the AFSPA.Reports indicating that the talks between the two have hit a road block are not correct.These t alks have experienced some minor hiccups.The PDP leadership is satisfied with the BJP's argument that it was not against removing AFSPA.It was in fact in favour of partial withdrawal of the AFSPA.The BJP wants the PDP to scale down its demand for retention of Article 370 on the plea that there should be no date firxed for its retention or abrogation.
Well as far as issues pertaining to AFSPA and Article 370 the two need not allow talks to suffer a breakdown.These are security related and constit utional issues respectively.Even if the BJP has absolute majority in the Lok Sabha it cannot abrogate Article 370 within minutes.For that required constitutional measures are to be adopted and that may take a long time.For the time being the BJP could revoke AFSPA from some areas which have not witnessed militancy related incident during the last couple of years.
As far as the PDP's demand for resumption of talks with Pakistan Prime Minister Modi has already made a fresh beginning. Apart from wishing good luck for the Pakistani team that had to play the world cup ties with India Modi talked to Nawaz Sharif and informed him that he would be sending his foreign secretary S.Jaishankar to Islamabad for setting the stage for bilateral dialogue.If there is any ticklish issue between the two it related to grant of citizenship rights to the West Pakistan refugees.The BJP wants the PDP to help it to grant citizenship rights to the refugees from West Pakistan on humanitarian basis.The PDP should not treat it as a constitutional issue when granting them citizenship rights was not going to alter the demographic character of Jammu and Kashmir.Let the BJP and the PDP start functioning for undertaking various welfare measures and once that was done people would forget about all other contentious issues.Let the BJP play the role of a big brother and help a regional party to share power with it which alone can promote regional balance. |
