Early Times Report

Kishtwar, Feb 17: Kishtwar Police today claimed to have arrested a former militant of Harkat-ul-Mujahdeen (HUM) outfit for extortion from NHPC employee, a resident of Cherhar Kishtwar, the village located on the outskirt of Kishtwar town.
While talking to ET, SP Kishtwar Yougal Manhas identified the arrested former HUM militant as Mohammad Jaffar Sheikh son of Late Ghulam Mohammad Sheikh resident of Dool Kishtwar.
He said that the accused was arrested from Cherhar area of the District, while he was trying to extort money from one Nazir Ahmed lone, an employee of NHPC. The complainant submitted that the former militant had threatened him earlier of kidnapping his son who had been studying in a school in Srinagar if the complainant did not pay him Rs. 10 lac.
Apprehending threat to life; the complainant did not report the matter as the Ex-militant had posed himself as a Lashkar militant and had warned him of dire consequences. He said that arrested ex militant at that time had also snatched mobile phone of the complainant and asked him to arrange money as was demanded by him.
"During the preceding night when Mohammad Jaffar went to the house of Nazir Ahmed Lone, he was identified by some local people from where he (Ex-militant) fled away---In the mean time, on the complaint of the complainant he (Jaffar) was arrested by Police team lead by Inspector Sameer Jeelani SHO P/S Kishtwar under the supervision of Additional SP Kishtwar Abdul Qayoom" said SP Kishtwar Yougal Manhas who supervised the overall operation. He said that on this a case FIR No.21/2015 U/S 458,382,506 RPC 7/25 IA Act 4/25 IA Act was registered at Police Station Kishtwar and investigation is going on.
"It was not clear as of now that whether Mohammad Jaffar was involved alone or with some other associates which is yet to be ascertained" said SP Kishtwar added that police is probing all the angles including the angel of revival of militancy in Kishtwar District.
He said that arrested Mohammad Jaffar is an Ex-militant of HUM militant outfit, who remained active in Kishtwar District during the period 1992-1997 and in year 1997, he surrendered before Police and was found involved in a murder case FIR No.54/97 U/S 364, 302, 34 RPC 3/25 IA act P/S Kishtwar into the kidnapping and murder of one Master Gurshar Ahmed Bhat and a civilian Nazir Ahmed of Dool area. After remaining in jail for seven years, he was acquitted in the murder case in year 2005 due to lack of proper evidences.
It is pertinent to mention that only two to three militants including HM Supreme Commander Jahangir Saroori were now active in Kishtwar District.
The militants active in the area are short of funds and weapon and are trying to revive the militancy by luring the youths towards militancy for which money always remained an important aspect, but with the arrest of ex militant by Kishtwar police, the intelligence agencies have sounded an alert in the District and are keeping strict watch on the activities of former and surrender militants in the District to thwart any attempt to revive militancy in the District.
