GoI resorts to jugglery of figures while announcing package for flood affected people | Package is not Rs 1667 crores but Rs 829 crores | | Jehangir Rashid
Early Times Report SRINAGAR, June 20: In a virtual snub to the people affected by flood in the state the recent package announced by the Government of India is nothing but a jugglery of figures. While analyzing there seems to be very little in the package for flood hit people of Jammu & Kashmir. More than 50 percent of the amount announced under the latest package has been clubbed under the liabilities column. This amount would not be used for providing relief to the flood affected people, but to complete the projects taken up during the second phase of United Progressive Alliance (UPA) government led by Congress. With much 'pomp' and 'publicity' the Government of India on June 16 announced that Rs. 1667 crores would be given to the flood hit people of Jammu & Kashmir. On the face of it although the amount was too 'meagre', but still then it could have led to some relief to the affected people. However, when analyzed the package turned out to be a damp squib with Rs. 838 crores being kept under the liabilities column. In other words one can say that the package is Rs. 829 crores and not Rs. 1667 crores as claimed by the central government. Majority of the funds has been kept for the housing sector with no provision for the businessmen who suffered huge losses since they were not covered under the insurance schemes. The opposition from the political parties, business chambers, civil society groups and above all the common masses against the package is well within the contours of healthy criticism. Even a sitting Member of Parliament expressed concern over the 'meagre' package and asked Peoples Democratic Party (PDP) to come out of the coalition government with Bharatiya Janta Party (BJP). Time and again the central government has been maintaining that Rs. 44,000 crores package proposal submitted by previous National Conference-Congress coalition government is full of flaws. However, the Government of India has not up to this moment of time come up with figures about the losses suffered by people due to ravaging flood of September 2014. It would be in place to mention here that World Bank had pegged the initial losses due to the flood at Rs. 21,000 crores while as the business community of Kashmir estimated the losses to the tune of Rs. 1 lakh crores. Amidst all the confusing figures the affected people are at loss since they have not been compensated in the manner that they would have wanted to. If one believes the central government that Rs. 5,039 crores has been paid as compensation to the flood affected people still then a lot needs to be done for complete rehabilitation of the affected people. The Rs. 5,039 package includes Rs. 838 crores as liabilities and Rs. 502 crores as payment made to Indian Air Force for sorties carried out during the flood. The Government of India has also not paid heed to the recommendations of the parliamentary committee that visited the state in the last month. The committee had recommended that full compensation needs to be given to the flood affected people since they suffered huge losses due to the devastating deluge. |
