The entangled relief Package

Peerzada Ummer

Early Times Report

Srinagar, June 20: The coalition government in Jammu and Kashmir at present has a reason to worry as GOI continues to remain tight lipped over the flood relief package for the state which even after 10 months is meager and worrisome.
Reports informed that such a development taking place due to the state government not showing exact picture on ground about the amount needed to rebuild the flood wrecked state.
"Till date, there has been no clear and a detailed report submitted by the state government to the Central government over the amount needed for the public and private infrastructure which was damaged during the floods of September last year," sources said, adding that the union finance ministry has encircled several loopholes in the report submitted by the JK government for the grant of relief.
It was informed that the report in an ambiguous format mentions the damage caused to houses (residential), hospitals, schools, roads and other public infrastructure. "There seems to be no survey (proper) conducted by the dispensation to ascertain the amount of funds needed for the restoration," reports revealed, informing that though the previous regime of NC and Congress had submitted the relief package of 44 thousand crores to GoI but same was done in hurry as polls were scheduled by the next month. "The possibility cannot be ruled out that NC- Congress could have done that to lure people. But at the same time, the present dispensation has not come up with any detailed report about the actual amount needed to rehabilitate the flood affected infrastructure in JK."
Interestingly, the state government has so far not revealed the total amount needed for the state as flood relief package but has always been issuing the statements which are entangling the issue much further.
Several senior ministers of this coalition government have earlier said that the government cannot compensate 100 percent of the total loss but will for sure play a vital role in putting Jammu and Kashmir back on gear. What continues to remain more ironical is that the finance minister itself has nit quoted any exact figure of the relief package.
Sources said that due to the delayed presentation of the state dispensation, the GoI is itself in a fix over what to do with the issue of relief process.
"When even we have failed to present our case before the Prime Minister and Finance Minister, how can we expect the duo to become generous and shower bucks on JK.
The moment a detailed report in presented before the central government, concrete measures can be expected to be taken sans any further delay," sources said.
A day after the Centre announced Rs 1667 crore relief package for the rehabilitation of the flood victims in the state, representatives of trade, tourism and civil society unanimously rejected it saying it is a "humiliation" for the people of the state and the "biggest joke of this century".
