Sethi, Khan not allowed to speak during ACC-Dy CM meet

JAMMU, June 20: Some very significant developments took place during the June 18th meeting between the AIIMS Coordination Committee (ACC) leadership and BJP leader and Deputy Chief Minister Nirmal Singh over the issue of AIIMS.
Sources told Early Times that one of the ACC leaders told Forest Minister Bali Bhagat, who reached the venue of the meeting ahead of Nirmal Singh that they would not discuss the issue with him" and would only talk to Deputy Chief Minister.
"We made it loud and clear to one and all during the meeting that we will talk to Deputy CM and discussions would start only after he arrives," an ACC member said.
The Deputy Chief Minister, sources said, sought at least "three months time to get an appropriate order from the Central Government on AIIMS", but the ACC leadership informed him that they won't give him more than 10 days. "It was after long and tortuous negotiations the Deputy Chief Minister could persuade the determined ACC leaders to give him 30 days. The fact is that the ACC brought the negotiators from the government side to their knees and reigned supreme during the four-round meeting," sources added.
The moment the newly-appointed BJP national secretary Farooq Khan and BJP chief spokesperson Sunil Sethi, who, like other spokespersons of the party, has not spoken a word for weeks, arrived the ACC leadership candidly told them that "they do not recognize them as negotiators, as they have no locus standi".
The ACC leadership told the Deputy Chief Minister that "It could withdraw the announced shutdown call provided a written assurance is given that a positive decision on the AIIMS issue would be taken within a definite time framework".
"There were elements in the meeting, including Bali Bhagat, who didn't like the suggestion, but the Deputy Chief Minister not only endorsed the ACC condition, but also asked the ACC members to write whatever they wanted to write," an ACC member revealed.
It was the ACC which drafted the letter of commitment, which was signed both by the Deputy Chief Minister and the Forest Minister, sources added.
Not a single BJP MLA from Jammu was allowed to poke his nose during the discussions. In other words, the ACC leadership showed them their rightful place and proved that they meant real business. ACC made it clear that its members had come for negotiations with the government representatives and not with the BJP MLAs or BJP leaders, who were present in the meeting hall, despite the fact that they had no business to be there.
Six, BJP MLA from Gandhi Nagar Kavinder Gupta, who became a non-political person the day he became Speaker of the Assembly, was also present in the meeting and his presence was questioned in a very polite manner.
Kavinder Gupta has been indulging in political activities ever since his elevation to the office of Speaker on March 18. Speaker is a constitutional position and he/she is not supposed to indulge in any political activity, but Kavinder Gupta has the temerity to do what he has been doing. It was perhaps for the first time that he was reminded by an ACC member of his duties and responsibilities. It was because of this that Kavinder Gupta didn't sign the written commitment. He would have been in a piquant situation had he signed the written assurance.
Credit goes to the ACC leadership that it got the things done in the manner it wanted. However, to say all this is not to suggest that the ACC has won the battle. It hasn't. It has only won the first phase of the battle. It would have to work hard to get the written commitment translated into a definite action.
