Health Minister likely to opt for DPC
De-recognition of GMCH

Jammu, June 25: Fearing de-recognition of Government Medical College and Hospital Jammu by Medical Council of India due to shortage of faculty strength, it has been reported that Minister for Health and Medical Education is mooting a proposal to constitute Departmental Promotion Committee in view of non-functional Jammu and Kashmir Public Service Commission (JKPSC).
Sources told Early Times that with the non-existence of Jammu and Kashmir Public Service Commission for last more than one and a half years, the confirmation of lists of faculty members forwarded by Departmental Promotion Committee (DPC) of Health and Medical Education Department, the promotions are delayed due to which the hospital is facing grave shortage of required faculty members.
"Although the minister has mooted a new proposal to save the Department from the grave humiliation of de-recognition by MCI but the proposal is tangled with several legalities," they informed.
They further maintained that the for materializing this proposal, department will have to take permission from Chief Secretary to delink existing Departmental Promotion Committee from Public Service Commission.
"As per new proposal, the Committee has been proposed as one member from General Administration Department (GAD), Finance, Two Principals including GMC-J, GMC-S, MCI representative, Commissioner Secretary Health and Medical Education as expert to see research papers as per SRO 425," they said adding that proposal also read that to keep check and balance a non mandatory member or any representative from PSC can be added.
Sources further maintained that if this proposal is to come into existence, it will stop adhoc promotions which are not actually considered by MCI and are vulnerable for litigations.
"The proposal has been put forward giving the reason that PSC is a appointment /requirement making body not promotion making body and promotions in medical education department are not by appointment they are by application of existing SRO 425," they added. They said further adding that the same is followed in SKIMS Bemina although they are Semi Government institutions. Even PSC has role in promotions of faculty members in institutions like AIIMS, PGI, JIPMER only because their promotions are by fresh appointment only in every cadre. The materialization of this proposal is of great importance other wise 12.5% deficiency pointed in faculty strength in GMC Jammu by MCI can also lose 150 MBBS seats, they informed.
