Touts again become active to revive "sick" Transfer Industry!

Jammu, June 25: Contrary to the tall claims of the Education Minister, Naeem Akhtar, touts have again started becoming active with the connivance of certain officials to re-start "Transfer Industry" in the department.
Furthermore, even Minister of State for School Education department, Priya Sethi, who belongs to BJP too had asserted at several public functions that she will not allow transfer industry to flourish in her department at any cost. But her assertions too seems to have fallen flat.
The touts, who were early sidelined after formation of the coalition government, have again started attempting to tighten their grips in the offices of the Chief Education Officers (CEOs) and Director School Education, both in Jammu as well as in Kashmir valley.
"No doubt after formation of new government and appointment of Nayeem Akthar as Education Minister, there was a visible check on the activities of these touts but during the last more than one month, the system has again changed for the reasons best known to the authorities sitting at the top level," reliable sources in Education department revealed to Early Times.
"Touts have become more powerful than those who have been trying to streamline the department," pointed out sources further adding that "despite direction of the Education Minister, premature transfers have been going on in the department. These touts have been arranging pre-mature transfers in exchange of charging handsome amount from the Teachers/Lecturers who want position of their choice".
Sources said that some lecturers were transferred to Jammu city due to pressure of these touts. Influence of these touts can be gauged from the fact that when some lecturers, who were transferred in Jammu city, not got posting near their homes their transfer orders were again modified to post them just at a stone throwing distance from their homes.
Giving some details about recent pre-mature transfers in the Education Department which clearly reflects how Touts are ruling the roost, credible sources shared that "Transfers of Rupaali Maini, Rahul Raina and Viveta Sharma have been effected few days ago. But if one checks the past record, Rahul Raina's order has been modified as he was shifted from R S Pura to Samba district, almost a month or so ago. But within less than the prescribed tenure, he again got transferred to Reasi district. Furthermore, when government has introduced a policy for female teachers that they will be transferred within the range area of 30 to 40 kms, then how come the above mentioned ladies were shifted to Reasi district."
Sources further revealed that another modus operandi has started re-working in the Education department. "The Tout company with the connivance of certain disgruntled officials, manage to see the proposal. After that, they try to contact directly or indirectly the Teachers/Lecturers and demand booty in lieu of transfers of their choice. If anyone object to demand, they manage to shunt them at remote or far-flung areas and those who fall in line are suitably accommodated," sources further shared and added that "certain complaints have also reached to the ears of top officials at the helm of affairs but no strict step has been initiated so far to curb the menace that may eat vitals of the departments if goes unchecked.
Sources further said that some employees of secretariat were also involved in said nexus of prevailing transfer industry and it was all due to their involvement that this industry has been flourishing with every passing day.
Source said that these touts were earlier active during the regime of former deputy chief minister Tara Chand but they were sidelined during the last three months but now they have again become powerful in the Education Department.
