"Revenue deptt illegally stops payment to land holders at Pahalgam"

Anantnag, July 20: An RTI reply has revealed that officials of revenue department of Anantnag district had illegally withheld the payment of compensation to the owners of land at Pahalgam which was acquired by the government around 10 years back for the development of Golf Course.
Details available with Early Times reveal that Vigilance Organisation Kashmir had registered a case under FIR No 01/2009 against some revenue officials of district Anantnag in connection with tampering of revenue records relating to land acquisition for Pahalgam Golf Course wherein Khasra No 1168 /2024 Laripora Pahalgam measuring 19 Marlas were allegedly added with 10 kanals fraudulently. The investigation in said case is already finalized and is pending before the anti-corruption court at Srinagar.
The said fraud was also supported by original extracts of Jamabandi and Khasra Girdawari duly prepared by Patwari Laripora tehsil Pahalgam on 15.5.1989 and countersigned by Tehsildar Pahalgam on 18.5.1989 wherein the area of Khasra No 1168 /2024 is shown 19 marlas only.
These extracts formed part of sale deed duly registered by the Sub-Registrar Ashmuqam on 23.5.1989 in favour of Abdul Majid Wani and Mohammad Amin Wani, sons of Abdul Salam Wani of Banigam Shalimar, Srinagar.
The aforementioned revenue extracts were obtained and seized by the concerned Investigating Officer (IO) from the above persons. The extracts proved to be documental evidence against the accused.
It is alleged that because of the aforementioned disclosure of the alleged fraud the officers in DC office Anantnag became annoyed thereby withholding the payment of compensation to their propriety land measuring 4 kanals 2 marlas under khasra number 31 Min Laripora Pahalgam which was acquired by the government in 2005 . The acquired land finds place in the final award sanctioned by the government but the successive Assistant Commissioners of (Revenue) Anantnag who are the Collector Land Acquisition in this case have been reluctant to make the payment on one pretext or the other as they have been misled by the ground staff of revenue department. The revenue department claimed that said land 4 kanals and 2 marlas is also under the vigilance scanner and is sub-judice before the anti corruption court, Srinagar.
As the owners of the land were allegedly victimized by the revenue officials of Anantnag , they finally sought help of an RTI Activist who obtained all the details of FIR under J&K RTI Act 2009 from State Vigilance Organisation (SVO). The SVO in its reply vide letter No VO/RTI/PIO-10362 dated 10.7.2015 clearly mentioned that 4 kanals 2 marlas located at village Laripora Pahalgam has nothing to do with the embezzlement case and this is not part of the FIR. Pertinent to mention that Revenue officials of Anantnag as per Vigilance FIR No 01/2009 had allegedly embezzled an amount of Rs 56,66,625. The officials had shown more than 10 kanals of land were acquired at Laripora Pahalgam as against only 19 marlas. The said case is still pending before Anti Corruption Court Srinagar.
