Upto 10 new police battalions need to be raised in J&K

The BJP led NDA Government in the centre is keen to tackle insurgency in the Naxal-hit states and in Jammu and Kashmir where agencies across the LoC and the IB have started making attempts at derailing peace.Well as compared to the security scenario in the state of Jammu and Kashmir the situation in the Naxal-hit states is said to be quite serious and has been assuming alarming dimensions whenever the Naxals and the Maoists attack civilians and the convoys and pickets of the security forces, including the Army.
Since the union Home Ministry is aware of the difficult scenario in the Naxal-hit states it has drawn a proposal for raising as many as 12 India Reserve police battalions for the Naxal-hit states and against this the Ministry plans to raise five such battalions for the state of Jammu and kashmir.As many as 17 new police battalions, comprising 18,700 personnel, will be raised in Jammu and Kashmir and the Naxal-hit states with Central assistance.
The Home Ministry has moved a proposal for raising 17 India Reserve Battalions, of which five will be for Jammu and Kashmir and 12 for the Maoist-affected states..Each of the battalions will comprise 1,100 recruits.It has been proposed that these battalions will be raised by recruiting local youths. In case of Naxal-hit states, 75 per cent vacancies will be filled up by youths from the 27 worst-affected districts.
In case of Jammu and Kashmir, the recruitment process will concentrate on insurgency prone areas.The cost of raising each of the battalion will be around Rs 61 crore and 75 per cent of it will be provided by the central government. This cost is much lower than raising of a paramilitary battalion which costs around Rs 160 crore.Well the plan will not only help the Government in tackling growing threat from terrorists, whether in Jammu and Kashmir or the Naxal or Maoist-hit states but also provide much needed employment for the youth who,in the absence of jobs,are either lured by terrorists for joining the rebel outfit or they are themselves prepared to risk their lives by launching armed attacks on the security forces.
In fact during the last over one year of the BJP led NDA Government in the centre and during the last about 150 days of the PDP-BJP coalition Government no concerted efforts have been done to resolve the problem of unemployment. Various st udies have indicated that if the able bodied youth in the Maoist-hit states have taken up guns in their hands they have done to take revenge from the state and the central Governments for not having initiated measures which could ensure lucrative jobs for them.When and wherever these boys have failed to secure jobs they have been easily used as fodder for the guns of terrorists.Even these unemployed boys have shown keen interest in indulging in acts of violence for which they are paid good amount of money.
Well poverty and unemployment are not a problem with only Jammu and Kashmir state and the Maoist-hit states.The problem of unemployment is evident in other states.This means that external forces continue to exploit poverty and unemployment in Jammu and Kashmir and in Naxal-hit states. Hence something is to be done to provide jobs to the youth.
However,the decision to sanction raising of five new police battalions in Jammu and Kashmir is seen like granting pittance to the poverty and unemployment stricken Jammu and Kashmir state.Apart from providing jobs to the youth the state needs added security system so that militants and the separatists were not able to raise their heads and create problems that had the potential of derailing peace in the state.The Union Home Ministry should reconsider the issue and increase the number of new police battalions that are to be raised in Jammu and Kashmir.If it is done it will kill two birds with one stone.
