| Saroori seeks Guv’s intervention to probe 'wrondoings' by ACD Kishtwar | | | Asif Iqbal Naik

Kishtwar, Feb 10: Former Minister and Congress legislator from Inderwal today launched a scathing attack on Assistant Commissioner Development (ACD) Kishtwar and accused him of misappropriation of MGNREGA funds in clearance of 2013-14, 2014-15 MGNREGA liability in Kishtwar and sought intervention of Khurshid Ahmed Ganai political Advisor to Governor J&K to probe the allegations.
When contacted ACD Kishtwar Akther Hussain Qazi denied the allegation of favouritism and misappropriation of funds leveled against him by the Congress MLA added that the funds released blockwise by his office under MGNREGA and added that Kishtwar District has 13 blocks and out of these Eight blocks fall in Kishtwar constituency while five in Inderwal constituency and said that even though funds released by his office could be compared constituency wise, the funds allotted to five blocks of Inderwal constituency get more funds compared to 8 blocks of Kishtwar constituency.
He said that Rs. 38.95 Crore were released in favour of Eight blocks of Kishtwar constituency while Rs. 33.74 Crore were released in favour of five blocks of Inderwal constituency while there was pending liability of Rs. 3.53 Crore and Rs. 4.62 Crore respectively for both the constituencies. He said that the pending liability of Rs. 8.16 crore under MGNREGA will be cleared shortly. He said that since he is not having and drawing and disbursing power other than transferring the money in concerned BDO's account, hence no question of misappropriation of any funds by him or his office arises.
He said that Kishtwar has Rs 83.7316 Crore approved plan under MGNREGA for the year 2015-16 added that at first instance plan to the tune of Rs. 31.9398 Crore was approved on 14-08-2015 while later balance approval of Rs. 47.8946 Crore has also been accorded added that at present his office has no pendency for any kind of plan/administrative approval added that he and his office is ready at the disposal of MLA Inderwal with proactive disclosure of all the data as and when demanded by the MLA/MLCs and also for the general public.
MLA Inderwal Ghulam Mohammad Saroori said that as a legislator he pressed to people for taking part in MGNREGA scheme, so that more and more people living in rural and far-flung areas to get benefit from it, added that contrary to that ACD Kishtwar is snatching employment from the poor and needy people who are wholly and solely dependent upon the MGNREGA.
He said that ACD Kishtwar failed to approve the 100% plan for the year 2015-16 whereas in other districts of the state, 100% plan stands sanctioned and work is going on at good speed.
"Even Block Development officers and panchayats representatives also approached ACD Kishtwar to sanction 100% plan but he keeps on delaying it and giving lame excuses" said Saroori. |
