Early Times Report
JAMMU, Feb 10: The State Government is going to send projects worth over Rs 400 crore under National Bank for Agriculture and Rural Development (NABARD) to the Centre for approval when the financial year 2015-16 is coming to end. This, experts say, reflects the apathy of the State authorities.
Sources told Early Times that in any Government sector, a well equipped planning wing exists to assist the authorities for formulation of plans well in advance so that the same are submitted to the concerned for getting funds enabling timely implementation of projects on ground before the closure of financial year so that the benefits get percolated to common masses.
"But in the instant case, it appears that State Government has now come out of hibernation to approach the concerned authority for the sanction of the projects costing Rs 400 crore which will be nothing but an effort in futility in wake of financial year reaching at the fag end," they alleged.
They further informed that the projects were of road connectivity for rural areas which are being sent to the National Bank for Agriculture and Rural Development through Planning Department of the State within a week to Centre Government for their approval for financial year 2015-16.
"The Planning Department is sending projects in February and it will take lot of time to get them approved, and after their sanction when will these projects go on ground for their execution when less than two months are left for the closure of current financial year," they alleged.
Under these circumstances there is every chance that timely execution of the proposed projects will get jeopardized and will never see the physical shape on the ground in coming days which is bound to adversely affect the development processes in State which is already languishing for ameliorating the lot of public through overall developmental activities, they lamented.
