India to break drug-terror nexus

If on one hand India is quite concerned over global nexus between terrorism and flow of drug money, on the other hand New Delhi is pessimistic about curbing these illicit activities if there is no global level support. India wants, at least,regional cooperation for ending the menace of terror and drug trafficking. Once the regional cooperation became a reality it is definite to invite global support for curbing the menace of sale and supply of drugs, including opium and narcotics through which druf traffickers mint money part of which is siphoned to terrorist organization. Money collected through illicit opium production and sale of other drugs is used for supporting terror groups. If money is not given to these terrorist organizations these terror groups may not allow to cultivate and sale of opium, narcotics and other drugs. The opium rich land as Afghanistan is known for had sudden slump in cultivation of opium after the cultivators and drug smugglers failed to siphon part of their earnings to various terrorist groups. This way terror and illicit trade of opium, narcotics and other drugs are linked together. India is committed to play a vital role in not only fighting the nexus between terror groups and drug traffickers but in also motivating large number of people in the world, besides India, to give up opium nd narcotics consumption. The issue was debated by the Indian Finance Minister Arun Jaitley during the special session of the UN General Assembly on drugs problem and he has expressed concern over the growing global nexus between terrorism and the flow of illicit money from drug trafficking and cross-border crimes, while assuring India's total support in fighting these evils. He also informed the world at large that a South Asia Regional Intelligence and Coordination Centre with India's neighbouring countries as co-founders will come up soon to combat drug-related crimes in the region. "The growing nexus of drug trafficking and terrorist networks endangers peace, security and stability across regions. We have to continue and toughen our collective fight against these evils," Jaitley told the 30th Special Session of the UN General Assembly on drugs problem. India is firmly committed to the three UN Conventions on drug matters. As supplier of licit opiate raw material to the world and traditional licit opium cultivator for centuries, India is fully conscious of its own responsibility to eradicate any illicit cultivation, reduce demand and put in preventive and enforcement measures. "The finance minister, nevertheless, maintained that national efforts, however, intense and sincere, can't deal with the drugs problem adequately and that bilateral, regional and global cooperation was essential in this area. In this regard, he referred to a meeting hosted by New Delhi last November to coordinate regional efforts, and said India with support from the UN Office on Drugs and Crime was in advanced stages of setting up of a regional coordination centre for South Asia. The South Asia Regional Intelligence and Coordination Centre, will have as members India, Nepal, Bhutan, Myanmar, Bangladesh, Sri Lanka and Maldives. It will help these countries share intelligence, and coordinate operations against such crimes. Well whatever efforts India are making should be treated as laudable but India needs to take the lead in reducing production of licit opium or other drugs, which are used as life saving medicines. And New Delhi should initiate measures for snapping diplomatic ties with those countries that support cultivation of opium and narcotics on a largescale with the sole purpose of funding terrorist organizations. In fact there is need for isolating those countriesw where the Government provides full backing patronage to the cultivation of opium, Charas and other narcotics. There was a time when the successive state Government and other Government agencies launched a tirade against cultivation of charas in some parts of Kashmir. Since the value of charas surpassed those of foodgrains and vegetables farmers enlarged charas cultivation in south Kashmir. And gradually the menace has been reduced.
