| Housing Board secy in soup, CB initiates probe | | Financial irregularities | | Ishtiyaq Ahmad

Srinagar, Apr 24: Following complaint against the secretary Jammu and Kashmir housing board about the financial irregularities and misuse of official position, the Crime branch Jammu has asked the government to provide all the necessary details pertaining to the official.
The preliminary enquiry has been initiated under registration number PV/ 49 2016 by the crime branch Jammu after receiving the complaint against the incumbent secretary housing board regarding the misappropriation of funds for his personal benefits.
The letter which is in the possession of early times reads, " kindly provide, details of the work executed during his tenure as Managing Director particularly in Gandhi Nagar and Channi Himmat housing colonies, Detail of the total expenditure, details of the work executed under EWS scheme and religious purpose, details of the expenditure for macadamizing road of Channi Himmat and Gandhi Nagar housing colonies and also provide a copy of the order which road of Channi Himmat housing colony and Gandhi Nagar were transferred to R&B department for further maintenance.
The Crime branch has also sought details of the land in sector No. 2 Channi Himmat falling under khasra No. 450 and 452 where a commercial building has been constructed.
It has also mentioned in the letter to provide the details of the expenditure for construction of health club in green belt area of Channi Himmat Jammu.
The crime has also asked for photo copy of service book as well as personal file of secretary.
Meanwhile early times have also managed a copy of complaint. The complaint reads that secretary housing board took over the charge of Managing Director JK housing board on 5.9.2015 in addition to his own duties on spot gap arrangement by virtue of government order no 1266-GAD of 2013 dated 4.9. 2013 and continued till the order was withdrawn on complaint basis during the previous governors rule.
"During this period he initiated the misappropriation of housing board funds for his personal benefit and just to please his political bosses.He made the unauthorized expenditure of more than 27.50 crore out of the revenue/capital component of JK housing board against the unapproved works such as construction of community places/ religious places/houses under EWS-though most of the houses constructed were above BPL".
The complaint further reads he installed number of electric transformers/street lights etc which were outside the jurisdiction of the board.Such expenditure was made just to please his political bosses and just to get himself confirmed as Managing Director JK Housing board.
It further reads that he also got most of the roads of the Channi himmat colony macadamized in spite of the fact that these roads were already transferred for maintenance to concerned R&B department.
"He facilitated the land acquired by JK housing board situated in sector 3 in channi Himmat housing colony under Khasra no 451 and 452 opposite the institute of engineers building, but also helped in constructing a huge commercial building on the said encroached land.He not only changed the land use of the Channi Himmat housing colony, for which he has no competence by constructing a halth club in the green belt area of the said colony costing about 15.00 crore,which is a gross violation of the rules" "He also made a huge expenditure of the macdamization of the housing colony Gandi nagar out of housing board funds.This is clearly evident from the past as no such expenditure has ever been made in the history of JK hosing board" the complaint said.
It further reads that the planning and development department in its meeting held on 6. 8. 2014 have endorsed the unauthorized expenditure made by the said official and directing him to restrain from making such unlawful expenditures.
The complaint reads that the said official having more than 15 complaints/enquiries pending in various departments such as H&UDD, GAD, Div com Jammu, Chief vigilance commission, Viglance organization etc, but all these departments are sleeping over these enquires and are in a process to give him clean chit.
"The said official with the help of political bosses such as Raman Bhalla, Tara Chand Ex Deputy Chief minister is trying to influence the authorities of all such departments by one way or other, even by bribing them to get the clean chit which needs to be investigated,"
"Previously the government recommended his name in the list of deadwood and the same was published in news paper but the official managed to save his job.The official is simply matriculate and has been appointed as Jr assistant in the board vide order no HB-Esst/8/81/377-78 dated 01.05 .1984. Within the period of over one year he managed his elevation as Jr stenographer in the year 1982. In 1991 he got another promotion as Sr. Scale Stenographer superseding all his seniors that too without passing secretarial training examination which is essential and pre requisite. Therefore with sycophancy and applying corrupt practice he continued with his elevation to higher position till his promotion as secretary which was cadre post held by only KAS officer. The official did not stop here but in September 2013 with the help of political bosses he managed to get the then managing director transferred and managed himself as an additional charge of the post. The said order was withdrawn soon after the imposition of governor rule. |
