The Early Times in its investigative report published in the newspaper on 27-11-2015 after an act of harassment of an unemployed Youth running computer shop at Sampuran Market Kuleed in Kishtwar District enrolling AADHAAR in collaboration with Union Bank of India having contract with Enrolment Agency namely Financial Information Network comes to public wherein the victim complaint about the harassment from AADHAAR Mafia and is surprisingly received simultaneous calls from Kashmir, Jammu, Chandigarh and also from some Kishtwar based mobile numbers who threaten him to close its business with regard to enrolment of AADHAAR at Kishtwar.

As per the guidelines, any registered agency can enroll AADHAAR authorized by Unique Identification Authority of India and before enrolling for AADHAAR, it is necessary to check relevant documents including date of birth certificate, photo identity proof and address proof of the persons and forwarded the scanned copies of the same to enrolling agency who issued AADHAAR card to the beneficiary within 15 days while at government centers, the enrolment has been done on the bases of census report and voter list where any person could enroll against the name of any person including dead which lead to major security breach as was proved with the arrest of Jaish militant from Baramulla in Kashmir on Friday and the same has put the security agency in tizzy as AADHAAR is authenticated document and can even be used for issuance of passport.
In recent past it comes to the fore that even Pakistani based militant hold driving license issued in Rajouri District along with Election Identity card.
