JAMMU, May 31: Throwing rule books in dust bin, Social Welfare department has reportedly elevated an office orderly to post of Tehsil Welfare Officer (TWO). Moreover, in violation of transfer policy, a Section Officer is holding the same post for more than one and half decade.
According to documents available with Early Times one Nissar Hussain who was appointed orderly on adhoc basis, has been elevated as officer.
"The official had been appointed orderly on vide number CDPO/V/445-48/93 dated 4/3/1993 was regularized on March 9, 1993, just five days after his appoint on adhoc, vide order number CDPO/V/634-38/93, dated 29/4/1993", the documents revealed.
Astonishingly, after just three year of his appointment the official was posted as Assistant Manager at Gujjar and Bakarwal Sarai Sunjwan on August 12, 1996.
"As approved by the DPC vide no SWD/NG 36/10-11 dated 14/12/2010 issued by the Director Social Welfare Jammu, Nissar Hussain I/c Social Worker is hereby confirmed in the pay scale 5000-150-8000 pre revised. The action taken by Director Social Welfare Jammu", the documents read.
The document further revealed that his services were regularized in five days, successfully got another promotion in 2011. "In pursuance to director Social Welfare department Jammu's order number 1462 DSWJ of 2015 dated June 23, 2015 and endorsement number DSWJ/Estt/10370-82/15 dated June 23, 2015 official has been regularized as Tehsil Social Welfare Officer and place in the pay band 9300-34800-4280 with effect from March 1, 2011", the documents further revealed.
The favoritism in Social Welfare Department does not end with back to back promotion of Nissar Hussain, another blue eyed who became Section Officer in violation transfer policy, is holding the same post for past more than 15 years.
"Bansi Lal Section Officer, directorate of Social Welfare Jammu, was also appointed as an orderly, in department and in violation of norms was elevated to post of SO", sources said, adding that in 2004 in separate directorate of social welfare was created, but the official has been holding the post of much before than creation of directorate of social welfare Jammu.
Director Social Welfare Jammu, Vir Ji Hangloo refused to comment on the issues.
