| People suffer as 'influential' ZEO plays hide-and-seek | | Away from office but present on attendance register | | AB Sharma

Srinagar, Sept 3: Zonal Education Officer(ZEO), Sunderbani, Shamsher Singh is always present on the attendance register whereas actually he rarely visits his office here more than twice a week. This is due to the political patronage he allegedly enjoys.
Prompted by complaints of general public that the ZEO is never present in his office, Early Times team visited the office regularly this week, at least four times.
Though the official was never present at the office during working hours, mainly between 10:30 AM and 12:00 AM, his initials were present on the official register to record attendance.
When this reporter asked the office staff where the ZEO was they said he has gone to attend a meeting. When asked that who has signed him present when he actually absent from the office, the staff declined to comment. "You better contact the ZEO Sahib," his office staff said.
Around 20 visitors who had been doing the rounds of his office for the last around a week expressed their resentment. "Every time we come here, we're told that Sahib has gone for meeting whereas our official work, pending in this office is getting delayed," said a contractor whose payment is pending for want of signatures of the ZEO.
Another complainant said he had to take a certificate for his daughter for a scholarship program from the ZEO but his "chronic absence" is feared to ruin her career. "This weekend is the last date for the scholarship whereas the official is simply missing from his chair by being absent all the times," said the parent with folded hands.
"You better contact the Sahib (ZEO)," his staff told the complainants. But the official didn't respond to phone calls, despite repeated attempts.
When contacted a senior official in the Education Department acknowledged the complaint. "This complaint has come to me earlier also but I am helpless as this official happens to enjoy patronage of the ruling politicians," the official told Early Times, adding "You better register complaint with the Education Minister."
Despite repeated attempts the Education Minister, Naeem Akhter didn't respond to phone calls. |
