Kashmir unrest - apd looked with half mind & closed eyes

The present ongoing unrest in
Kashmir has been viewed by
jaundiced eyes by the visiting all party delegation headed by HM. This visit was aftermath of earlier two visits of HM in Kashmir which was just a prosaic stroll in sultry atmosphere and outcome was reportedly meeting with just approximately 300 people and almost many players of the valley requiring being taken into confidence boycotted the meeting with HM and he has to return back to Delhi just like from Pakistan few days back after avoiding the lunch. A jumbo comprising of many such delegates who had no knowledge of ground realities in J&K landed in Kashmir with much fan fare to solve the tangible question of Kashmir problem. But it left back with its few hours stay in Jammu and exhibiting its mindset not to hear voice of Jammu which culminated into hot exchanges between NPP leaders whereas the representation of Jammu 25 MLAs from BJP were mute spectator, revealing their falling flat before PDP and central leadership at the cost of Jammu concern. The continuation of talks on Kashmir is the only outcome of mindset of central government till date with claiming to deal the situation firmly and its outcome is visible as everyday someone is falling prey to it as dead or injuries to hundreds. The constitutional failure in J&K does not apply here as it is not visible to the constitutional head in J&K and not the central government being BJP sharing the dais of power corridor in J&K, a dream which kept BJP to convert into reality by every possible way that may be the exploitation of religious sentiments or hollow promises and slogans.
When we look into the problem of Kashmir, it makes us to revisit the story of five blind men describing elephant in their own experience having just feeling it by only touching the particular body part of the elephant. So a sighted man having seen the elephant, what it is, is required to realize the blind men that actually they are blind. This is the way our political pundits look into Kashmir problem clubbed with APD. We are dealing with a problem which we cannot see. We walk about it, we look at it, and then we try to solve it understanding like that of elephant feeling by the blinds. What happens, though, when, either by choice or by circumstances, we need to come up by choice or by circumstances, with new solutions? Remaining just chipped to the formulae of Vajpayee je of "Insaniyat, Jamoorihat and Kashmiriyat" which is not being considered as only relevant formulae at present. Had it worked at the fullest the prevailing unrest in Valley would not have been in picture? It is right time for us to understand the need to innovate? It becomes necessary to flash back to AB Vajpayee je.
Earlier in 1999 during visit of AB Vajpayee in Pakistan, culminating into Lahore Treaty but Kargil War was a major blow to the Lahore treaty, and relations between two countries suffered a setback. On the call from UN Secretary General Kofi Annan on 11 March 2001, to retain the spirit of Lahore Declaration, finally the frame work for negotiations of the Agra treaty began with talks in New Delhi between Pakistan President Parvez Musharaf and Indian PM Vajpayee in July 2001. But the talks collapse. The talks did, however, achieve limited success. Both sides agreed further meetings in the near future. The Agra summit was a historical two-day summit meeting between India and Pakistan, Lasted from 14-16 July 2001, with the aim of resolving long - standing issues between India and Pakistan. A proposal was made to drastically among other; the issues involving the Kashmir dispute, but the negotiations broke down. Following the August summit, India reiterated the necessary of implementing the Shimla Agreement and the Lahore Declaration. The failure of Agra summit has been credited to a topmost leader of BJP by none else than A. S. Dulat, former chief of the Research and Analysis Wing on July 6, 2015, raising a controversy in the relevant circles. Peace and bilateral efforts to bring stability in the region, draft remained unsigned as the process collapsed of the Negotiators between Pervez Musharaf (President of Pakistan) and Atal Bihari Vajpayee (Prime Minister of India).
To come up with a new approach to an old problem, we often need to look with a new approach to an old problem; we often need to look at the problem, differently. If we do the same things, we will get the same results. If we use same bag of tricks, we will end up with the same magic show. There is peace even in the storm, we should not rely that when "I am in trouble, when I can't think, when I'm exhausted and afraid and feeling very, very alone, I go for walks. It is just one of the things I do. I walk and I walk and sooner or later something comes in me, something to make the feel less like jumping off a building. When you are solving some tedious problem it should be taken as equations as in algebra, it is like a treasure hunt. You are looking for your 'Y' you want to know where your 'X' is. So you can go with, find your treasure with most equations, and it just happening in finding out solution of Kashmir unrest. At the same time the case is what is called solutions. In this case of Kashmir, we have no answer. Our problem equation is a dud. In terms of helping us find our treasure, it actually leads us down the wrong path, to a dead end, so to speak. We think we are going somewhere, but in the end, this equation just laughs at us with an end that does not make sense as what exactly is happening with the visits of HM and APD to troubled water of Jhelum. Much relevancy of Vajpayee jee's doctrine is advocated by the present set up of state government as well as by the center but we require to introspect that; Vajpayee's doctrine of peace, progress and prosperity in J&K in the spirit of Insaniyat (humanity), Jamurihat ( Democracy) and Kashmiriyat (Identity of the people of Kashmir) was uncertainly acclaimed by all segments across political spectrum in the state, including the extremist elements in the valley and perhaps the Kashmiris across the LOC in the Pak occupied Kashmir. Our present PM is also following the Vajpayee's path. What here we have to analyze that Vajpayee's lecture in Pakistan was commented by Pakistan Prime Minister Mr. Nawaz Sharif as "Vajpayee Saheb, ab to aap Pakistan mein bhi election jeet sakte haein", where as Modi jee's journey to Pakistan to bless on marriage occasion was welcomed by the same Mr. Nawaz Sharief PM by attack on Pathankot air base. The doctrine of Vajpayee je was acclaimed by all segments across political spectrum in the state, including the extremist elements in the valley whereas same doctrine propagated as being followed by present regime is not acceptable to Kashmir region but to talk of extremists. Can we arrive at the conclusion that same ideology and agenda of extremists is being carried and same is the team of separatists, same are the people in the valley then why the doctrine of Vajpayee does not seem to prevail upon and is it because of the hatred of people towards present set up of government in the state or the mind of present set up of government at the centre is not properly working.
I won't be justified in this write up if fail to mention about certain prescriptions for treatment of the unrest in valley prescribed from PM to party heads. The PM's Kashmir Prescription - development and trust. Mehbooba's prescription that agenda with BJP working out well, no solution 'overnight' for Kashmir (it means to me that there is no respite in valley in near future) thus a status quo type situation will continue. The National Conference President Farooq Abdullah prescribing for dialogue between India and Pakistan and accused central as well as state government of making mistake to address the situation through force. He further suggested that need of the hour is that India and Pakistan should sit together along with the people of Kashmir and workout an acceptable solution to the issue. Third party in dialogue ruled out by Union government. Ram Madhav BJP national general secretary rebuffed demands for a 'political solution' in the Kashmir issue, suggesting that it was a mere slogan raised by romantic people. His vision speaks that political solution is simple and final that J&K is an integral part of India. Congress prescribes that Kashmir problem is political problem, which needs to be addressed politically and not militarily. It stressed that "recommendations of interlocutors and round table conferences held under the then PM Manmohan Singh should be the basis of dialogue process as that will be a viable roadmap to resolve the issue. The National Panther Party prescribes the imposition of Presidents rule in the state only solution to end the unrest in Kashmir. As claimed by NPP leader Bhim Singh based on interactions he had with the people of the state clearly signifies that none of them are ready to compromise, adding getting rid of the BJP-PDP government from the state will only help in ending the unrest in the valley. The earlier two visits of HM Rajnath Singh je and subsequent two day camping in the state of All Party Delegation proved to have no impact on the unrest and now the recourse to continue. Rajnath Singh's new shot to forces to go after instigators of violence, exposing of separatist's families flashy life styles speaks how the rightful approach is towards finding out solution to calm down the troubled water in the valley.
Concluding, there's no way to rule men, the only power any government has is the power to crack down and in this way when there aren't enough criminals, one makes them. One declares so many things to be crime that it becomes impossible for men to live breaking laws. Law and order exist for the purpose of establishing justice and when they fail in this purpose they become the dangerously structured dams that block the flow of social progress. The most basic function of government is to provide a framework of Law and Order, within which the people are free to choose. A law is something which must have a moral basis, so that there is an inner compelling force for every citizen to obey.
Lastly I will end up with the prayer that good sense prevail upon all the players of this unrest game that may be those who are continuing this game of unrest and those looking for a solution to end up it, so that once again we should feel proud of our state as 'Crown of Country' .
