Early Times Report

SRINAGAR, Sept 19: The online portal launched by State Information Commission (SIC) to file appeals and complaints before the commission has failed to deliver justice as majority of these complaints remain unaddressed. SIC had launched this online portal few months back , but it has failed to address the grievances of the people.
It was felt that People aggrieved with Government offices of not giving them response under Right to Information Act (RTI) won't have to personally go to State Information Commission (SIC) for filing appeals and complaints against these public authorities as SIC had provided an online facility of filing the appeals and complaints against such public authorities and Govt officials , but inspite of many more than 3 months since this portal was launched , appellants and complainants haven't been delivered justice says an aggrieved appellant (name withheld) while talking to Early Times Details available with Early Times reveals that State Information Commission (SIC), had launched an online portal for the facility of those appellants and complainants who wish to file the appeals and complaints against various Public Information Officers (PIOs) online. The appellants and complainants intending to file online appeals / complaints will have to scan all their documents like RTI application, receipt of RTI fees payment (Postal order , cash receipt etc) , response if any from PIO, speed post receipt if application sent via post. During the online appeal and complaint filing , all these scanned documents have to be attached. The online appeal and complaint filing not only saves time but it saves money as energy of people as they will not have to travel all along to SIC offices in Jammu or Srinagar.
"Earlier an RTI appellant from Kupwara , Kishtwar or Rajouri had to travel all along to Jammu for filing an appeal before State Information Commission (SIC) , similarly people from Kupwara or Kargil had to come over to Srinagar , but with the online facility , such people can do this work from their respective districts and we hail SIC for providing this facility , but only providing the facility won't help people , the appeals and complaints have to be addressed as well…. Even the appeals filed 4 months back before SIC haven't been addressed. The SIC seems to be defunct from the day G R Sufi retired from the post of State Chief Information Commissioner " says Dr Mushtaq Khan RTI Activist
"Online facility to file appeals and complaints before SIC was a lovely decision especially during the ongoing unrest in Kashmir valley , but when there is nobody at SIC office Srinagar to process these complaints and appeals what is fun to have such online portals " Dr Mushatq added
