Forest guards knock minister's door for promotions

Jammu, Oct 8: The Forest, Ecology and Environment Minister has been approached by the guards of Forest Protection Force (FPF), whose seniority list has been stayed by the High Court.
The FPF was created in 1996 and selections of forest guards and Inspectors were made in 1998. The Service Selection Recruitment Board (SSRB) had completed the recruitment process and the selection lists were notified and published as per the merits of selected guards and Inspectors in the recruitment process.
"On the basis of SSRB selection list, seniority lists of FPF guards as well as Inspectors was presumed and promotions of more than 200 guards to the rank of Inspectors was made", sources said.
But in August 2012, the Forest department had finalized Service rules, which were published as per SRO-264.
Sources further informed that it was very unfortunate that as per SRO-264, it was mentioned that seniority of Inspectors as well as guards would be as per the merit, obtained by selected candidates in the training list and not in the SSRB selection list.
After the SRO-264, a final seniority list of forest guards as well as Inspectors was published according to order number 344-DFPF of 2015 dated 31/3/2015, against which the forest guards, who were senior as per SSRB selection merit list, knocked the door of High Court and secured a stayed in SWP No. 1278/2015 and MP No. 01/2015.
The HC stay order issued by Justice Janak Raj Kotwal reads, "seniority list issued vide order number 344-DFPF of 2015 dated 31/3/2015 shall not be given effect to and no promotion to the post of Inspector on sustentative basis or otherwise shall be made."
Sources in department said that those Forest guards, who were seniors as per order 344-DFPF of 2015, have repeatedly been appealing Forest Minister to implement the promotion order of 2015. "The Minister has reportedly been convinced by these Forest Guards and former had reportedly asked the Forest department officials to implement the order 344-DFPF of 2015", sources said.
They further informed that it was also evident from the fact that recently Forest Inspectors were made Assistant Directors, despite stay order on their seniority also, allegedly on the instructions of Minister.
Director of Forest Protection Force, Rajeev Kumar Tiwari said that they had 60 posts of Assistant Directors and candidates were only 56. "To run the department smoothly, we have issued 56 single orders without finalizing the seniority, as seniority is stayed by High Court", he said, adding that all the Inspectors have been placed as Incharge Assistant Director-II and promoted.
On the question of proposed promotion of Forest Guards to Inspector, Tiwari said that department has nearly 700 Forest Guards and posts of inspectors were nearly 200. "For filling these more than 200 posts, we require seniority list of guards but same is stayed by High Court and it is not possible to promote guards as inspectors until the HC's stay will be vacated", he said.
