Long way to go in making Pvt school vehicles safe, MVD acting as mute spectator

Kathua, Oct 24: Jam-packed autos, vans and mini buses ferrying students squeezed into the vehicle along with their schools bags is a common sight in the city but none cares especially the concerned authorities who despite a Supreme Court ruling in this regard act as silent spectator. According to passersby and police sources the most common violation by school transports is overloading though the traffic rules specify that the number of children in the vehicle should not exceed one and half times the permitted seating capacity if the children are below 12 years while each child above 12 should be treated as one person but who cares.
Though the parents pay huge amount as transport charges to private school management ranging between Rs 500-700 for just 2-3 km of distance yet their wards are subjected to travel in overloaded vehicles.  
 ”Having no particular fixed transport charges, schools impose charges according to its standard, some parents lamented, adding, “knowing that school authorities and the transporter both are minting money they look towards concerned authorities which too have failed.
They alleged that neither school management, nor Motor vehicle department bother about capacity of the vehicle and students ferried in the same.
Despite Supreme Court directions in this regard, the MVD and school management to carry sufficient students with other basic facilities available in the vehicle but it appeared that officials who must take initiative to imply the direction.
Overloading has caised many accidents of school vehicles in past and in recent past an over loaded school vehicle fell in Jasrota river while another collided with a truck near Barnoti. Yet in another accident, three students got serious injuries while a teacher (vice-Principal)  succumbed to her injuries but the Motor Vehicle Department (MVD) Kathua yet has to wake up from slumber.
Ram Lal, a prominent citizen said, it appeared that negligent approach of MVD department could be mutual understanding with school managements and transporters who are playing with the lives of innocent students.
A mother Rakhi Mahajan demanded strict action against erring MVD officers besides school managements who deliberately ignore the safety of the students. She added that tall claims of RTO Kathua to control overloading appear baseless at ground level as one can see reality on grounds far from reality.
