Jammu, Oct 24: Serious allegations of corruption, backdoor appointments, and undue favour to some blue-eyed candidates have been leveled against Principal of Government Degree College Kathua Dr Netar Singh.
The Higher Education department has appointed Director Colleges Dr. Renu Goswami as enquiry officer to authenticate the veracity of the allegations but if sources are to be believed, these allegations are merely the tip of an iceberg and much more is yet to be enquired.
Among the allegations leveled, is illegal appointment of a contractual lecturer in Home Sciences subject, who was not even selected for this session during the counseling in Science College Jammu.
"The blue-eyed contractual lecturer, used to teach in Home Sciences earlier for past two years but for this financial year she was not selected. Surprisingly, her name was registered in the attendance register allegedly by Principal. Instead of taking classes, she remained in the Principal Chamber", sources said, referring to the allegations.
They further alleged that the Principal was so magnanimous for this contractual lecturer that she was made Incharge of College Educational tour during last year, despite availability of permanent staff in the college.
"The Principal allegedly attempted to make this contractual lecturer as Provost Girls' Hostel, despite having permanent resident warden and Hostel warden. The attempt was opposed by the members in the Committee and the design of Principal didn't succeed", sources alleged, adding that in a fit of anger the Principal got replaced Director Women Study Cell, who was member of the Committee, with a blue-eyed.
"The over generosity of Principal to the former Contractual lady lecturer is beyond comprehension and is being investigated", sources said, adding that more serious allegations were leveled against Principal.
Sources further divulged that a daily wager was out of way promoted allegedly by Principal, who had a fake Class-12th marks card. "Despite objections raised by Section Officer, the Principal got the lady daily wager promoted", sources alleged.
"Another female was appointed illegally in College Library, despite having excess staff and this blue-eyed lady has allegedly been heading the library functioning", sources alleged.
A youth was appointed as gatekeeper at Girls Hostel, besides another youth was appointed as typing assistant in Post Graduate department of Geography, when there was no requirement, sources alleged.
They further informed that two sweepers, one male and another female were also engaged by Principal nearly four months back, despite clear directions from government not to appoint any daily wager.
"Large number of refrigerators, Photostat machines, LED TV, LED Projectors, Investors, furniture, curtains, water Purifiers were purchased by Principal and it is unknown as whether they were actually required or not", sources said, adding that irrelevant books were purchased in abundance by Principal instead of those demanded by Head of the Departments.
The tender of College canteen is given to another blue-eyed of Principal and the rent published in tender notice was more but at present, College is charging very less, sources alleged, adding that all the college staff members have been marking attendance on bio-metric system but only one blue-eyed, who is running a MPED College in Kota, his attendance was being marked on plain paper as the blue-eyed remained absent for most of the time but got full attendance from College, under patronage of Principal.
"The computers purchased by Principal for Computer sciences had low configuration than the configuration reportedly forwarded by HOD computer sciences. The HOD had reportedly objected but Principal hushed up the matter", sources alleged.
Moreover, the official bungalow of Principal is allotted to a professor, whereas Principal has allegedly been getting HRA, which is also in violation, sources said.
The Department of Higher Education has reportedly appointed Director Colleges, Dr. Renu Goswami as enquiry officer, who reportedly visited Kathua campus and is likely to submit report shortly to Secretary Higher Education. |
