Policewomen on high risk, face sexual abuse; many tend to end their lives | | | Bashir Assad
srinagar, Aug 27: It may or may not be true elsewhere, but true it is that women police, in Jammu and Kashmir, have encountered enormous difficulties, primarily as a result of the negative attitudes of the men, sexual harassment, emotional blackmailing, physical barriers and discrimination.
No doubt, almost all of the past research on women police has focused on the capabilities of women to perform police work; virtually all conclude that women, indeed, do have such ability. This capacity includes physical as well as mental and emotional fitness. But there is hardly any research on enormous difficulties, women in khaki face.
Only in the month of August two women constables of IRP 15th Bn ( the only women battalion of the State), tried to end their lives and the third one missing since August 1.
There is only 1 battalion in armed police comprising on about 690 girls with 230 from Kashmir and the rest from Jammu division. Police top- brass in Jammu and Kashmir has poked its nose in every affair, some times turning political and diplomatic but they never reviewed t...

srinagar, Aug 27: In 1992, Hizbul Mujahideen's militant Ashraf Khan lay in ambush, waiting for a military convoy to return from Beerwah to the Sector Headquarters at Budgam. Holding a vantage position, alongwith a couple of his associates, at Nasrallapora, Khan lobbed a hand grenade straight into his target vehicle. It exploded, killing and wounding unknown number of soldiers. Later, word spread that the fatal casualties included a Guruji, who had been engaged for a session of worship.
Khan made good his escape (and was next year caught and killed during a cordon-and-search operation). Furious over the saint's death, soldiers disembarked and stormed the village, killing a...

| | Redundant Geelani inciting religious, regional tension | | | Early Times Report
jammu, Aug 27: Separatists hadline leader Sayeed Ali Shah Geelani is using Amarnath yatra to incite religious and regional tension at a time when ordinary Kashmiri has had good tourist season which has left him politically redundant.
In highly inflammatory and communal remark Geelani had said India is using Yatra to strengthen its 'occupation' over Kashmir. Not only this he had even gone to extent of suggesting that Yatra is being used to lift the moral of the Army.
Geelani feels that there is definite ploy behind the increase in yatra from just few thousands in early '90s to about 6-lakh this year.
Typical of parochial and provincial mindset this statement is not ...
| | Would BJP MLAs 'follow' hard hitting line of party MPs in Parliament….? | Autumn session of J&K Assembly | | Early Times Report
jammu, Aug 27: With only a month left for the State unit of Legislature to begin in the summer capital, the opposition parties in Jammu appear to be in no mood to do any 'homework' on the issues over which they can take on the NC led coalition Government on the floor of the House. The legislators of BJP continue to remain divided into two groups , even as the issues on which 11 of them can corner the Government remain more or less same, all having been elected from constituencies in Jammu. The moot question is whether they would toe the similar line their party at the national level has adopted in taking the UPA led Government head on over coalgate issue in both Houses o...

| | NC actually demanding a step short of independence | Causes of unreat | | Early Times Report
jammu, Aug 27: The ruling National Conference (NC) is again and again demanding restoration of pre-1953 position, saying this is the only solution available to end unrest in the Kashmir Valley. Will a return to the pre-1953 situation in Kashmir redress the grievances of the Muslims of Kashmir and recognize their right to shape their political and economic future? A study of the political, constitutional and administrative structure as it existed in Jammu & Kashmir prior to Sheikh Abdullah's dismissal and arrest on August 9, 1953 suggests that it will not. Rather, all the powers, legislative, executive and judicial would be conferred on the "Council of Ministers", deprivi...
| | PYC under attack from right, left | Empowering Panchayats | | Early Times Report
jammu, Aug 27: It was some 10 days ago that the Pradesh Youth Congress (PYC), at the behest of the Rajiv Gandhi-controlled Youth Congress, launched with much fanfare a campaign aimed at making the State Government adopt 73rd and 74th constitutional amendments so that the State Panchayati Raj Act was brought at par with the central Panchayati Raj Act. Interestingly, the Congress is part of the Government and it has at least 7 Cabinet Ministers, including the Deputy Chief Minister. Besides, the JKPCC president is the chairman of the Congress-NC Coordination Committee. It should not have been difficult for the Congress to make its own Government do the needful and empower p...
