Major reshuffle in Police, Civil administration on cards

Jammu, Jan 21: Major reshuffle in police and civil administration is on cards in the State.
Official sources said the State Government is expected to reshuffle its civil and police administration corollary to the recent Cabinet reshuffle- cum- expansion in Omar Abdullah led Council of Ministers.
"The higher officials in consultation with the Chief Minister and respective Ministers are busy in finalizing the list of the officers to be shifted", sources in the Civil Secretariat told Early Times.
"If everything goes well the reshuffle will be ordered in the next Cabinet meeting to be held after January 26-the Republic Day, most probably on 29 of this month. ", sources said.
They said that posts of Deputy Commissioner Ganderbal, Director Agriculture, Jammu, Additional Secretary, Medical Education, Special Secretary in Chief Minister's Office and a couple of other posts are falling vacant, due to the superannuation of Shawkat Ahmad Mir, Ajay Khajuria, Jatinder Gupta and MY Sofi. Besides the Government may also shift a number of Deputy Commissioners who have already completed two years term and were not disturbed owing to the directions of the Election Commission as moral code of conduct was put in place in wake of elections to the four reserved MLC seats from the Panchayat quota.
Sources said a chain of Deputy Commissioners, Special Secretaries, Heads of the Departments and Additional Secretaries is being framed for effecting major reshuffle in the civil administration. Sources further said that newly inducted Ministers were also being consulted to accommodate their view-point on appointment of their personal staff like private secretaries and special assistants on permanent basis.
"Some KAS officers are also retiring this month and Government may fill up these posts in the upcoming reshuffle", sources said. There were indications that the reshuffle may be on the levels of DCs and special secretaries and HODs as tenure of number of officers like Deputy Commissioners and Directors in various Government departments was nearing completion or have already completed.
Meanwhile, the clearance of 15 high ranking IPS officers by the Departmental Promotion Committee last month for their next promotion has also necessitated a major reshuffle in the police administration.
After clearance from DPC, the Cabinet will have to approve the minutes of the DPC and issue posting orders of the promoted ADGPs including SM Sahai, Dilbagh Singh, Sheikh Owais Ahmad and VK Singh.
DPC had cleared promotion of four IGPs of 1987 batch of IPS cadre as Additional DGPs, five DIGs of 1995 IPS batch as IGPs including two on proforma basis (one of which would be approved next month) and five SSPs of 1999 batch of IPS as DIGs.
The promotion cleared on December 11, 2012 by the DPC, were supposed to go to the Cabinet for final approval during that month which could not happen which led to the deferment of the same on one pretext or the other. However, the posts required for promoted officers had been clearly identified and now it is ready to be sent to the Cabinet along with the promotion proposal.
Four IGPs, who have been cleared for promotion as Additional DGPs by the DPC, included VK Singh, IGP CIV and Trainings, Police Headquarters, SM Sahai, IGP Kashmir, Dilbagh Singh, IGP Jammu and Sheikh Owais Ahmad, IGP Technical. All of them were 1987 batch IPS officers. Barring Sheikh Owais, all three were Direct Recruits. Mr Owais is a KPS officer conferred with IPS with effect from 1987.
With promotion of four IGPs as Additional DGPs, there would be 10 Additional DGPs in Jammu and Kashmir. The number would be 12 as two Additional DGPs from J&K were on deputation.
Six Additional DGPs presently posted in J&K included K Rajendra Kumar (Law and Order and Armed), Pitambar Lal Gupta (Vigilance Commissioner), Dr Ram Lubaya (Security), Dr Shesh Pal Vaid (Headquarters), Duty Rani Doley (Home Guards and Civil Defence but on leave) and Naveen Aggarwal (Prisons). Two ADGPs of J&K, who were on deputation, were SK Mishra (BSF) and S Gopal Reddy (Andhra Pradesh).
Sources said that consultations were going on between the Director General of Police, Ashok Prasad and the political establishment particularly the Home Ministry to frame a chain of IGPs, DIGs, SSPs and SPs for effecting reshuffle in the police administration.
