| Bifurcating deptts: Would CM 'rationalize' functioning…? | | Harsh's logic falls flat on 'prerogative' factor….! | | Early Times Report Jammu, Jan 21: Chairman of J&K National Panthers Party and MLA Harsh Dev Singh, who has lately been crossing swords with ruling allies NC and Congress, has once again chipped in, this time to question the logic and rationale behind the reshuffle besides reallocation of portfolios to new Council of Ministers in the State. Though a belated reaction, certain points raised by him carry some weight whereas some arguments simply fall flat for lack of rationale from his side too. While NPP MLA has hit hard on the point in no necessity of inclusion of new incumbents in what he has aptly put as jumbo sized coalition Ministry headed by Omar Abdullah, his critique on coalition partners having conducted this exercise to accommodate the disgruntled lot is uncalled for. Harsh, in capacity of an opposition leader has a point that the Government has violated the Constitutional provisions by creating a Ministry of including 6 vice Chairpersons of Boards conferred with Ministers status. But when he says the entire exercise has been conducted to silence and keep the disgruntled flock contented, it doesn't carry much weight. For it is the prerogative of the coalition partners to decide whom to take on board and whom to drop as and when this kind of exercise is held. Harsh Dev Singh again has a point that in accusing the Government of being inconsiderate towards woes of people in a cash starved State on one hand and on the other hand putting a huge burden on the State exchequer by accommodating as many Ministers and making as many chairpersons. However, his criticism again on distribution of portfolios only tantamount to reflecting his personal likes and dislikes and his personal viewpoint of assessing the performance of Ministers. While he has observed that the distribution of portfolios has been done on most irrational manner and no thrust given to the factors like ability, aptitude and capability of the incumbent, he has simply gone too far in 'categorizing' the new lot of Ministers . It is again the discretion of the leadership of the two allies as to who should be allotted what. Regardless consideration of seniority pointer ,the fact remains in present coalition, several Ministers' performance has remained under scanner for a number of reasons. So the point in saying several Junior Ministers with MoS rank have been given key portfolios after withdrawing the same from their senior colleagues has not much justification. The NPP leader's argument is well on bifurcating the single ministries and departments and clubbing these with unrelated and completely variant departments as it certainly makes no sense and logic as far as deliverance of work is concerned . But when he contends the departments should have been kept with hitherto Ministers for the simple reason they were performing well and had brought about some positive changes doesn't hold much weight. For the same Ministers with new portfolios can bring similar changes in the departments they have been assigned now. The only sound suggestion which doesn't reflect any positioning by the NPP MLA is asking the Chief Minister to rationalize the Departments that have been bifurcated with the motive political convenience, for the larger objective of effective governance and addressing problems of people. The moot question remains, with a 'khichdi' (Clubbing), of departments in allocating some Ministries, no matter out of coalition compulsion, would the CM be able to do so….? |
