| Ban on HODs pvt practice: Medicos in Kashmir divided over issue | | | majid Ahmad Srinagar, Jan 27: While the recent decision of state government to ban private practice of Head of Departments in the government run hospitals in Jammu and Kashmir, has virtually split the medical fraternity. After taking over as Medical Education Minister recently, Taj Mohi-ud-Din ordered complete ban on private practice by HODs in Medical and Dental colleges in the State. While Doctor’s Association Kashmir (DAK) said the move would improve the patient care and improve teaching and research in Medical Colleges, Medical Faculty Association (MFA) has vehemently opposed the decision. "In February 2011, DAK was the first to demand banning of private practice of faculty in tertiary care teaching hospitals terming it as the root cause of deterioration of Medical Colleges," DAK president, Dr Nisar-ul-Hassan said. "It is round the clock presence of faculty in tertiary care teaching and training hospitals that ensures quality and efficient patient care," he said the DAK demands banning of private practice of all faculty members in tertiary care teaching hospitals for efficient patient care, better teaching and quality research. "The banning of private practice in Government sector would generate employment avenues for doctors in private sector, allowing it to grow, creating a competitive environment which is needed for a comprehensive health care scenario in the state," he said. However, MFA termed the decision as "the government punishing them for their services." "Ban on private practice by senior faculty, working as HoDs, amounts to gruelling them despite their enormous contribution in teaching, research and patient care. All the cadres of MFA, from lecturers to professors, will defend the interests of HoDs and will protest against the policy of divide and rule," the General Secretary of the Association, Dr Sajad Majeed Qazi said. He said the ban on private practice of HoDs amounts to punishing them for serving people and the departments in difficult times. "The private practice of doctors is extremely vital and the government needs to observe it from all possible perspectives," Dr Qazi said. A senior medico working in Health department said that government should have banned the private practice of all the medicos who are working in government sector. "Despite getting hefty amount as Non-Practising-Allowance (NPA), the doctors are indulging in private practice. The government should have cracked its whip on them first," he said. "The latest decision of Taj Mohi-ud-Din is a welcome but he needs to implement it in letter and spirit. Government should take harsh decisions and medicos from private practice who are fleecing poor patients," he added. However, a senior official said that government wasn't in a position to bar medicos from indulging in private practice. "The private practice mafia is so strong that it seems government has virtually surrendered before them," he added. |
