| Administrative Adhocism continues, CDPO runs Drass sub-division | | | Syed Junaid Hashmi JAMMU, Mar 20: Believe it or not! Jammu and Kashmir Government is unable to find an officer who could be posted as Sub-Divisional Magistrate (SDM) in Drass block of Kargil district. If General Administration Department (GAD) which is run by Sheikh Mushtaq is to be believed, it is waiting for formal promotion of the officers of different feeding services into the KAS to make efforts for posting an officer as SDM Drass. GAD has explicitly made it clear that it is facing shortage of officers and hence is unable to spare an officer for being posted Incharge of the Drass sub-division. This is despite the fact that more than 600 KAS officers have been appointed during the last four years yet the State Government finds none capable of looking after a newly created sub-division. These newly appointed KAS officers are mostly doing clerical jobs in various feeding services and if IAS Babus are to be believed, they are not capable of looking after administrative set-up of even a Sub-Division. According to GAD's reply to a query of National Conference (NC) MLC from Drass Aga Syed Ahmed Rizvi, it posted various KAS officers as Sub-Divisional Magistrates (SDMs) of Drass since its creation in the year 2005. It has added that after the superannuation of Shams-ud-Din Kargili, the charge of the post is being held by a Child Development Project Officer (CDPO) Aga Syed Jamal in addition to his own duties. GAD while giving charge to CDPO has continued the process of Adhocism and non-seriousness vis-à-vis administrative needs of Leh-Ladakh region. CDPO is an Under Secretary level officer while SDM is Deputy Secretary level posting. GAD has breached the thin line by giving charge of Deputy Secretary level post to an Under Secretary despite availability of good number of officers. GAD has seemingly made a rule of posting Ladakhis in Ladakh, Jammuites in Jammu and Kashmiris in Kashmir. Though it is regarded as communal elsewhere, a senior officer said that calling it so in Jammu and Kashmir is likely to irk the State Government. "The postings are done on communal basis. Let us accept and live with this reality. Barring police, rest of the administrative set-up is decided on communal basis or to be more specific, on regional or sub-regional basis," said the officer. He added that Government of Jammu and Kashmir has never bothered about grade and level of officers when it comes to posting KAS qualified ones. "Criteria is looked into and respected for only IAS. We are meant for clerical jobs, especially in most cases, we end up as junior officers of even junior most in the IAS. Government should think and if it cannot do justice with us, it should banish KAS service," added the officer. It needs to be reiterated here that the legislators from Ladakh region have been repeatedly raising issue of non-availability of officers and urging the State Government to take them seriously. Time and again, these legislators have raised voice against alleged discrimination meted out to them. They have condemned callous attitude of the Government and threatened to part ways with rest of Jammu and Kashmir, if their basic issues are not addressed. |
