The DGP's statement came in the wake of strong protest by BJP leadership that lashed out at the Jammu and Kashmir government for detaining leader of the opposition in Rajya Sabha Arun Jaitley at Jammu airport.
"Detaining Shri Arun Jaitley at the Jammu airport by J&K government is highly condemnable. It seems the government is trying to hide something," Bharatiya Janata Party President Rajnath Singh said.
"The BJP delegation to Kishtwar was an effort to take stock of the situation and help in restoring peace and harmony in the state," the BJP chief said in a tweet.
Clarifying media reports that authorities' inaction claimed lives of two persons besides riots and looting, DGP said that deployment of army took some delay as it was not anticipated.
