| Cong has some Govt employees in organizational 'role'...... | | Ministers also encouraging their association with 'political matters' | | Early Times Report
Jammu, Sept 3: State unit of Congress which often cries foul for wrong things in the system, is in itself in the center of such aberrations, in this case at the level of the party and its Ministers too. The party has taken on board some people in various capacities in the organization who are serving in different Government departments as employees of the Government, something which goes against the spirit of the politics as also amounts to gross violation of service rules laid down for Government employees.
Sources said there are number of employees who are directly associated with the Congress and working against the posts and organizational duties thereof by the party. These employees are brazenly attending the organizational chores regularly and registering their presence more at the PCC headquarters as also with some Ministers while working as 'political help' for some of them , rather than attending their official duties for which they get their salaries from the Government exchequer, sources said. Most of these employees are of lower and insignificant posts , but their absence from their official duties raises questions even within the rank and file of the party, sources further said .
Sources said a couple of them in Kashmir valley are from power Development department and some of them from the Health department as well. Social welfare department is also from where one Government employee spends time and energy with the Congress activities and in the party office. Surprisingly, there is one PSC confirmed lecturer too from the Kashmir valley who doesn't hesitate in working openly and remaining associated with the political party despite being a Government official for a responsible job. Sources said a couple of Ministers have also encouraged this practice of allowing the Government employees to remain 'attached' with them though unofficially and pampered to the extent that they (employees) call the shots for decisions and matters to which only the Ministers should remain privy.
While the 'full time' association of the Government employees with the party activities and Ministers have raised fingers from within the party too, they instead of attending their duties are shockingly throwing tantrums and weight over the colleagues in respective departments, sources said. They rarely go their offices yet regularly get their salaries and there is no one who questions their absence from the duties for which they are paid. This is also because these employees have made it known far and wide in their offices they are associated with a party which major ruling ally in the coalition Government and therefore conveying in a way that their staying away is 'justified' or they have 'better' things to do. Sources said some of the, though quite junior in service and on lower posts have managed such a system in the office on account of political power and influence that senior and even bosses bow before them, leave alone taking any action against. One of the employees in PDD close to one of the Ministers is even managing transfers and postings of the seniors as per his wishes , a brazen precedent which has made his colleagues feel insecure and frightened lest they would get transferred, said the sources.
While all this is known or in knowledge of the leadership is not known, the fact remains this system certainly amounts to gross violation of the service conduct rules which lay down that no Government servant shall take part in, subscribe in aid of, or assist in any way, any political party till he draws salary from the Government exchequer. |
