Take preventive measures to check violence

Now that the Assembly election in five states is round the corner and the Lok Sabha poll,due after over six months,one need not feel surprised if various areas in the country get plagued by communal and sectarian trouble.And the latest communal violence in Muzaffar Nagar and its adjoining areas in UP,in which 40 people were killed and scores of civilians injured,is treated as a curtain razor for such incidents which may be the product of deliberate designs of political leaders for polarizing voters on communal grounds.Such incidents are being engineered as part of the overall game of wooing voters.Apart from communal orces within the country reports indicate that some external forces too have started getting active to trigger communal or sectarian violence.Since the next Assembly election in Jammu and Kashmir is scheduled to be held towards the close of the next year sever al political parties have started setting the stage for pre-poll campaign within the state.And no wonder if agencies across the LOC and the IB in Jammu and Kashmir increase their aid and assistance to militants for crossing into the state and for raising the level of subversive violence.No wonder if the Pak agencies and those from China stepup their moral and material assistance to militants in Jammu and Kashmir and in some northern states of the country so that the st ate and some areas in the country’s north witness added level of violence.
Again no wonder if the Chinese troops and other agencies increase their aid and assistance to Maoists and Naxals,operating in about eight states in India.During the last five years or so the level of subversive violence in these states has been the cause of enough head aches for the central and state Governments.Government reports indicate that Maoists and Naxals have wrecked havoc in various states in India where they have been instrumental for killing more security personnel,during the last five years,than the killing of security personnel in Jammu and Kashmir during the last 20 years.In Bihar,Madhya Pradesh,Chhattisgarh,West Bengal,Odhisa the state Governments continue to be scared of the activities of Maoists and Naxals.Reports have revealed that some groups of Maoists and Naxals have been receiving arms and ammunition from some Chinese agencies in the same way as militants,operating in Jammu and Kashmir have been getting weapons,explosives and ammunition from agencies across the LOC and the IB.And even the reports from various intelligence agencies confirm that agencies across the LAC and the LOC were trying to provide all necessary support and assistance to the rebels for enhancing the level of violence that was needed for destabilizing peace in the country.
In the context of these developments it has become mandatory for the central and the state Governments,and various security forces a nd intelligence agencies to coordinate their efforts for upgrading the entire security and intelligence grid in the entire country.As far as Jammu and Kashmir st ate is concerned the need for upgrading the security bandobast is very important and urgent.It importance cannot be underestimated when separatists and militans were planning to wreck the poll process,whether for the Lok Sabha or for the Assembly.A year before the Lok Sabha and the Assembly elections these separatists have given a call to people of Jammu and Kashmir to boycott the poll process by staying away from the polling booths and from participating in the pre-poll campaign.Though since 1996 Assembly polls separatists’ call for poll boycott has not evoked any major response from the voters but this time separatists have been assured of support from militants who too have announced to ensure very poor polling percentage,if not from the entire st ate but from,atleast,the Kashmir valley.One need not rule out the possibility of flaring up communal and regional trouble by these anti-national elements.It may be a wise step if the central Government and those in power in the states frame a policy that could defeat the machinations Pak,Chinese agencies,separatists,Naxals,Maoists and militants.What is needed are preventive measures and not corrective measures because as far as controlling communal violence is concerned prevention is better than cure.
