| MWCD for strict implementation of laws to prevent violence against women | | Ministry mulls opening of women helpline across nation | | EARLY TIMES REPORT JAMMU, Sept 18: Taking a serious note of the alleged complacency by states including J&K in effectively implementing the centrally sponsored scheme-Ujjawala, the Ministry of Women and Child Development (MWCD) has directed all the state authorities to take necessary measures for the effective functioning of this comprehensive scheme. It may be mention here that Ujjawala Scheme was launched in 2007 by the Centre for prevention of Trafficking and Rescue, Rehabilitation and Re-Integration of Victims of Trafficking and Commercial Sexual Exploitation is being implemented since 2007. Sources said in the next five years, the Ministry will focus on strengthening monitoring and evaluation and addressing the gaps in existing interventions, strengthening prevention efforts, building capacities of implementing agencies for orderly and humane rescue effort and effective law enforcement and reforms not only in J&K but in other states as well. Sources added that in order to promote the socio-economic empowerment of women, MWCD has proposed to augment its existing schemes such as STEP, Swadhar, Working Women?s Hostels Scheme, Priyadarshini and Dhanalakshmi. Pertinently, the National Policy for the Empowerment of Women (NPEW) was formulated with the express goal of addressing discrimination against women, strengthening justice deliveryand legal mechanisms, providing better access to health care and other services, equal opportunities for women participation in decision-making and mainstreaming gender concerns in the development process. Further, the Ministry proposed to prepare a Plan of Action to implement the NPEW besides review of existing laws dealing with issues of violence against women with a view to strengthen them. These include laws such as the Protection of Women from Domestic Violence Act 2005 (PWDVA), the Dowry Prohibition 13 Act (DPA) and the Indecent Representation of Women (Prohibition) Act, 1986 (IRWA). Sources claimed that with the states witnessing spurt in cases related to sexual assault on women, acid throwing in the State, the Ministry will also be focusing on the enactment of new laws including the Protection of Women against Sexual Harassment at Workplace Bill, 2010. The Ministry will institute a universalized women helpline and a one stop crisis centre for women in every state. In order to strengthen the implementation of these policies, legislation and schemes, MWCD will ensure adequate financial and human resources as well as the appropriate institutional and advocacy mechanisms at the State and district levels.
