| 17 years on, Govt fails to remove disparity in pay-scale of two departments | | Employees of Finance dept. getting higher salaries than P&DD | | Akshay Azad
Jammu, Sept 18: Alleging bias and discrimination on part of the government within its own employees, employees of the department of Planning and Development are still waiting for wage parity with their counter parts in department of Finance, seventeen years and umpteen representations after state government unilaterally hiked the emoluments of the employees of the department of Finance. Sources informed Early Times that non-gazetted employees of Finance and Planning and Development department had been getting same pay-scale till 1996 but after the implementation of 5th pay commission, a disparity erupted between employees of two departments, due to selective approach of government. "The Account Assistant in Finance department and Junior Statistical Officer of P&DD were getting pay scale Rs. 4000-6000 while Accountant of Finance department and Statistical Assistant of P&DD were getting pay scale 5000-8000", sources said. They further informed that after the implementation of 5th Pay commission in year 1996, the Finance department, which was economically sound, selectively enhanced the pay scale of his employees while employees of other departments were ignored. "The Account Assistant of Finance department started getting pay scale Rs. 4500-7000, while Accountant started getting Rs. 5000-8000 while the employees of P&DD remained at same pay-scale", sources said, adding that these two grade employees of P&DD including Junior Statistical Assistant and Statistical Assistant were ignored while pay scale of Statistical Officer in P&DD was also enhanced. They further informed that the training process for employees of both the departments was almost same. "Even the non-gazetted employees of P&DD are highly qualified than Finance but are being deprived of benefits. The qualification for joining P&DD is graduation but with compulsory one subject either Mathematics, Economics, Commerce and Statistics but no such qualification is required for joining Finance department except an entrance test after graduation", sources said. Castigating the partial attitude of government towards employees, an official seeking anonymity said that the step was to create divide between employees section and inspite of repeated protest demonstrations by employees the government has been adopting delaying tactics. |
