JPPF delegation visits Kishtwar, reiterates demands on compensation to riot victims

JAMMU, Sept 18: A delegation of JPPF consisting of eight members Viz Narayan Singh, Devender Sharma, Avinash Bhatia, M.L Sharma, S. Gajan Singh Khalsa, Suneeta Sharma, Heena Jamwal headed by senior vice president Inderjeet Khajuria visited Kishtwar to take stock of situation arising out of acts of violence and arson and consequent loss of life and property on the fateful day of Id-celebration, the 9th Aug 2013.
Addressing a press conference here today, the JPPF members said that their delegation had audience with Hindu community headed by Sanatam Dharam Sabha, the Muslim community headed by Imam of Jamma Masjid of Kishtwar.
Both the communities leveled charges and counter charges against each other but were unanimous on the failure of administration to tackle the incidence of violence arson and the consequent loss of life and property.
It was alleged that the administration was internally made inactive by the MoS Home Sajjad Ahmed Kichloo who was campaigning in the town there and then.
The Hindu community including traders are demanding immediate release of detained interim relief and arrest of the actual culprits responsible for the arson and loot in free for all situation where police acted as mute spectator.
Similarly Muslim community also demanded the arrest of actual culprits and release of innocent youngsters.
The delegation also had meeting with the district administration i.e. Superintendent of Police and the Deputy Commissioner Kishtwar.
The facts projected by both the communities were brought to the notice of administration. It was emphasized that the confidence of the communities be restored in the administration and confidence building measures were discussed.
The administration proposed joint rallies by NGOs belonging to both communities and similarly ex-servicemen rally is also being arranged by the administration besides constitution of Mohalla committees.
Breaking of armoury shop and loot of guns was also put on record. Delegation was told that out of 41 guns looted, 24 stand recovered and the culprits have been put behind the bars.
The version of the people that guns were not looted but actually distributed among miscreants on the night of August 8, 2013 was also brought to the notice of administration.
JPPF after interaction with both the communities and meeting with the Deputy Commissioner and the Superintendent of Police Kishtwar is of the considered views which include that since the SIT stands constituted to probe the violence, arson and loss of life and property, the probe shall not be transparent and free from influence until the DIG Police and the Dy SP who still continue, are not transferred immediately.
FIR against the real culprits may be registered and the innocent persons released as pointed and demanded by the public.
The compensation of Rs. 3.5 crores released by the Govt. as compensation to the effected suffers, as explained by the DC Kishtwar is required to be released immediately as the trades rendered jobless are feeling hard to revive their business.
Besides ex-gratia relief, Govt service to one of the members of the families of victim should also provided. Confidence building measurers among the suffering communities as discussed and decided by DC Kishtwar i.e. taking out rally of both communities with the involvement of NGOs Ex-service men rally and formation of Mohalla committees to revive communal harmony and other CBMs should be taken on top priority.
The forum hoped that the Govt accedes to the demands of the sufferers with a fortnight to repose confidence of people in the administration.
