Mustansir SRINAGAR, Sept 20: After the Department of Personnel and Training, Government of India accorded sanction to prosecute Baseer Ahmad Khan, IAS officer of J&K Cadre, the State Vigilance Organization (SVO) is all set to produce challan in the court of Special Judge Anti Corruption Srinagar on Monday in the infamous Gulmarg land scam. The sanction was conveyed vide letter dated August 21, 2013 while as the same was conveyed to the counsel for the Government of India few days later, sources informed, adding "the sanction letter has was placed before the Chief Secretary, Mohd Iqbal Khandey for further necessary orders in the matter. Sources said after discussing the matter with the Chief Minister, General Administration Department was conveyed, go ahead'. The officials against whom the Challan has already been produced in the Anti-Corruption Court Srinagar in Gulmarg land scam include Mehbooba Iqbal, the then Divisional Commissioner Kashmir, Farooq Ahmad, the then Additional Deputy Commissioner, Baramulla, Garib Singh, the then Tehsildar Tangmarg, Ghulam Mohi-u-Din Shah, the then Naib Tehsildar Kunzer, Shabir Ahmad Pir, the then Naib Tehsildar Tangmarg, Azad Farooq Naikoo, the then Girdawar Tehsil Office Tangmarg, Bashir Ahmad Mir, the then Patwari Gulmarg, Abdul Hamid Dar, Nazir Ahmad Mir, Mohammad Ibrahim Khan, Manzoor Ahmad Khan, Mushtaq Ahmad Ganai, Mushtaq Ahmad , Manzoor Ahmad Burza, Khurshid Ahmad Salmani, Mohammad Afzal Khanday( all beneficiaries), Ghulam Mohammad Dar, stamp Vendor Saddar Court Srinagar and Unis Ahmad Shah, stamp Vendor Sadar Court Srinagar. Sanction to prosecute Baseer Khan was to be accorded by the central government for him being IAS officer. Now when the sanction has been accorded, the SVO, according to authoritative sources is likely to produce chalan against Khan in the Srinagar Anti-Corruption Court on Monday. Sources said after receiving the sanction from the union government for prosecution of Baseer Khan, the state government has given a green signal to the SVO to proceed further in the case more so because the J&K High Court has given four weeks time to the Union Government for sanctioning prosecution of the accused IAS officer. In its last order issued on July 19, 2013 the Division Bench comprising Justice Mansoor Ahmad Mir and Justice Tashi Rabstan had granted four weeks time to the Union of India for sanctioning prosecution of Khan in the Gulmarg land scam and DoPT has ensured compliance of the same within the stipulated time-frame by granting prosecution sanction. Earlier, in compliance to the directions of the Division Bench passed on August 28, 2012, the State Government had forwarded the papers of Baseer Ahmad Khan to the DoPT for examination and issuance of necessary orders. However, the accord of prosecution sanction took time for want of certain clarifications sought by the DoPT after the initial examination of the documents. Meanwhile sources further said that Khan will be produced before the court on Monday personally by the SVO at the time of producing chalan against him in the court. They said the SSP vigilance Kashmir has been tasked to make arrangements for bringing Khan from Kishtewar to Srinagar. However, it remains to be seen whether Baseer Ahmad Khan will appear before the court personally. |
