| Sagar rejects 73rd amendment | | | Mustansir SRINAGAR, Oct 21: Notwithstanding the demand of its coalition partner for incorporation of 73rd amendment of the Constitution of India in the State Panchayati Raj Act, the National Conference headed government virtually turned down the demand. During the recently concluded Assembly Session, Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar said that the 73rd amendment of the Constitution of India is not applicable to the state of Jammu and Kashmir in view of the special position enjoyed by the State under the Constitution of India. In reply to a question tabled by Jugal Kishore of BJP, Sagar said the J&K State has its own Panchayati Raj Act where almost all provisions of 73rd amendment Act have been applied. Sagar said the State Panchayati Raj Act has provisions of creation of Halqa Panchayat, Block Development Council and Zila Parishad (District Development Board). On elections to Block Development Councils, Sagar obliquely said the dates for holding elections to Block development Councils are within the jurisdiction of Chief Electoral Officer who is supposed to issue notification for holding of elections. Sagar said as and when the notification will be issued the elections will be held. |
