| E-governance still a distant dream in J&K | | Websites of Key departments not updated | | Akshay Azad JAMMU, Oct 21: The e-governance in Jammu and Kashmir is still a distant dream as websites of majority of key government departments are not updated besides some are giving obsolete information. If one goes by the websites of various key departments including Planning and Development Department, Jammu and Kashmir Finance department, Directorate of Economics and Statistics, Department of Geology and Mining, Jammu and Kashmir Forest department besides others, all are giving outdated information, raising a serious question mark over seriousness of these departments towards e-governance and bringing transparency. The Planning and Development Department has so far been showing Annual Plan 2012-13 instead of updating the same by Annual Plan 2013-14, on its official website. Moreover, the department has not been updating all circulars and orders issued by department time to time besides only some selected orders are updated on the website, an official seeking anonymity said. He further added that under option of ongoing projects, the official website has been giving details of expenditure on projects under Prime Minister’s Reconstruction Programme (PMRP) till 2009-10, which was four years old information besides the latest news item in credit of official website was of February 28, 2013. On account of updating of official website, the condition of Finance department is more worse than P&D department, as same has been giving information of Annual Plan 2011-12, instead of fact that Annual Plan 2013-14 has been sanctioned by Planning Commission of India. In case of the Directorate of Economics and Statistics, no information is available in option of Tender and Purchases, while if one click option of achievements, same is giving information about achievements of 2005-06 or 2006-07, while all other options are not giving any updated information. The department of Geology and Mining is worst among the departments with non updated sites. On the options of orders, circulars, notifications, tenders nothing is available, while if one click the option of achievements, field programmes the information of 2011-12 is available. In case of Royality/Revenue, the information of only Kashmir division is available but that too till 2009-10. Moreover, the information regarding all 10 districts of Jammu province including Jammu, Kathua, Samba, Udhampur, Reasi, Ramban, Doda, Kishtwar, Rajouri and Poonch, no information is available even for years 2005-10. The Jammu and Kashmir Forest department is little bit updated as compared to above said department but still not up to mark as orders/circulars of fortnight back are updated while in case of tenders, the NIT in April 2013 are updated. |
