Gandhinagar Central Park row, consultant misled Ministers

Jammu, Oct 28: The agitating residents of blocks in close vicinity of Gole Market Gandhi Nagar have assailed the revised multi-tier parking complex at the exiting site of the decades old Central Park and said that even technically the proposal is ridiculous.
Challenging the consultants and designers of the ill-conceived project to indicate any other residential locality or town where space in rotary is used for such construction, I C Jandial Secretary General of J&K Society of Technocrat and past Region Chairman Lions International said in a statement on behalf of the agitating residents of Gandhinagar Housing colony that nowhere in the country a traffic rotary cum park has been used for construction of such a monstrous concrete structure which is bound to create more traffic problems than solve besides compromising the important environment issues.
He said that while planning the complex the functional aspects that are required to be examined in detail have been totally ignored, probably under pressure to hurriedly prepare a project.
In an effort to utilize the space available in rotary cum park, the designers have ignored various functional aspects of a rotary and the traffic hazards that are bound to occur because of the wrong proposal, the statement added.
Jandial said that the existing park on the roundabout (Rotary) has convergence of all types of traffic from six roads coming from different directions. According to traffic norms there has to be a minimum weaving length for smooth flow of traffic around a rotary. Taking into consideration the present traffic load in the area, the size of the roundabout is just sufficient and therefore there is no scope for any interference with it.
The proposed multi-tier complex envisages two entries for cars and one exit besides entry and exit for two-wheeler. This is bound to result in cross movement of traffic in the roundabout thereby affecting the smooth flow of traffic. They have also ignored an important fact that the vehicles seeking entry always need waiting space and so are at exit point. This is bound to create traffic jams in the area as this situation results in encroachment and interference with traffic hitting the roundabout. So, in all probability, the proposed complex would create more traffic problems than solve these.
It is obviously that the Consultant has misled the Ministers and ERA about technical feasibility of the project, the statement said. Being the only available 'lung' in the shape of a beautiful Central Park, the residents are already up in arms against this ADB funded ERA multi-storey project at the site of a park.
