| Transfer, postings much bigger issue than professional conduct, timely project completion | | Engineers of R&B deptt | | Syed Junaid Hashmi JAMMU, Oct 28: Engineers of Roads and Buildings (R&B) department who are often seen worried about their transfer and posting work unprofessionally and use ham-handed measures to complete projects assigned to them. Roads across Jammu city bear testimony to the fact that these engineers are more worried about withdrawal of bills and prefer 'Desi' methods over professional techniques for doing the jobs assigned to them. They never take the professional route and instead, keep themselves restricted to the choice and need of the contractors engaged with them, thus defeating the very purpose of being planners of all projects. According to the Chief Minister's monitoring cell, laxity of Roads and Buildings (R&B) department in compromising with the design of the road owing to public pressure depicts the unprofessional attitude of the state government engineers viz-a-viz engineers in the private multinational companies such as AFCONS who have been assigned task of four lanning of the Jammu-Udhampur National Highway-1A. Road from Kunjwani square to Satwari square was 02 lane and its condition had deteriorated considerably after CPWD had stopped maintaining it. The road had developed numerous potholes and its surface level was also undulating at many stretches. R&B Department took note of the issue and prepared estimates for up-gradation of the 3.60 kilometre stretch of Kunjwani-Satwari road from 2 lane to 4 lane with deep concrete drains on either side and submitted the same to union government for providing funds under Central Road Fund (CRF) scheme The main task under the project was to re-grade the road by way of earth filling and laying sub-grade so that surface of the road is made smooth for vehicular traffic plying over it and there is no possibility of water logging on an elevated surface. Citing the unprofessional attitude, Executive Engineer (Xen) endorsed the fact that earth filling work had been compromised at certain sections of the road in order to appease the local shopkeepers and residents who would otherwise have been put to disadvantage since their shops/ houses are on uneven/undulating surface. Further, another instance of unprofessionalism was the way the Roads and Buildings department handled the construction of three subways under Phase-II of the project for facilitating pedestrians crossing the road at vital junctions. The work has not been taken up probably because central funds are awaited. However, Roads and buildings Department is considering the option of constructing an over-head foot bridge with escalators instead of constructing subways. According to documents available with Early Times, Department feels that electromechanical escalators might be beneficial for senior citizens and physically challenged people. However, this will enhance the project cost which will have to be met out of state plan. Officials advised the department that instead of speculating different options for facilitating pedestrians, it needs to ensure that components approved under project are executed as envisaged and within stipulated time frame. The department was further told that if at all department intends to install overhead foot bridges with escalators; there are many other locations on different roads of Jammu city where there is necessity of such facility for pedestrians. Department was further told to ensure that work is executed as per design and specifications approved in the project. It was further advised to ensure that disputes are resolved, if necessary with the intervention of Deputy Commissioner, Jammu, and the remaining works approved under Phase-I are completed without further delay. |
