J&K RTI patron sees 'nexus' among SIC officials, concerned PIOs | SIC Registrar excuses lack of awareness among people | | Javaid Naikoo
Srinagar, Oct 29: A verbal dual between the office bearers of State Information Commission(SIC) and chief patron of right to information(RTI) movement of Jammu and Kashmir on delay in providing information to the RTI activists. While quoting the example of sincere and dedicated approach of former central information commissioner, Shalesh Gandhi towards the much lauded RTI movement across the country, RTI patron of Jammu and Kashmir, Dr Sheikh Ghulam Rasool today alleged that the work order of the office bearers of SIC is not satisfactory and far behind than none other the former central information commissioner himself who on an average used to decide around 22 RTI cases in a day while as in comparison to him office bearers of SIC cannot do more than four cases in a day which according to him is a discouraging sign for the RTI moment of Jammu and Kashmir. Quoting some recent examples, Sheikh Ghulam Rasool along with one prominent RTI activists of Kashmir Syed Junaid Andrabi said that Information Commissioner of SIC Nazir Ahmed himself in the month of August and September could only decide 5 cases and Chief Information commissioner, G.R Sofi could only decide 13 cases during the same period which is evident on official website of SIC. Alleging a nexus among the office bearers of SIC and some concerned Public Information Officers (PIOs) of other government departments, chief patron alleged that SIC officials deliberately delay in providing information to the RTI activists. "Yes I am sure and I smell a nexus among the SIC office bearers and some PIOs mostly posted in Rural Development Department in North and central Kashmir," said Sheikh Ghulam Rasool. RTI activists said that such an approach of SIC officials is unfortunate for Jammu and Kashmir RTI movement. While demanding a CCTV coverage during the trials in the court room to bring transparency in the system, RTI fraternity also alleged that Chief Information commissioner G.R Sofi himself does not allow a helper for an RTI activist having know how of RTI guidelines in the court room during the trials while as RTI laws speak that an RTI applicant can take the help of anybody else incase he/she does not have a knowledge of the RTI guidelines and as per laws mentioned in the RTI act there is no such binding which G.R Sofi is imposing in his premises. On contacting Registrar of SIC,Ghulam Qadir Bhat said that allegations of RTI patron and other activists are baseless and do not bear any amount of truth in them. He said that in Jammu and Kashmir there is still lack of awareness among the people towards RTI resulting in most of the cases RTI applicants leave their applications half way without crossing the steps of first and second appellate terms to reach to the final destination and such an unwanted approach of RTI applicants proves hectic and time consuming for SIC officials to contact the concerned PIOs repeatedly and get the work done. |
