Energy accounting of power stations still a distant dream
Reforms in power sector restricted to papers only

Jammu, Oct 29: Despite ever increasing Transmission and Distribution losses of power in state coupled with repeated directions by Union government to increase revenue collection, the Power Development Department (PDD) has so far failed to conduct auditing of power stations/sub-stations under Energy Accounting System.
Sources informed Early Times that during distribution of power, thousands of power units were lost. To prevent distribution losses, in the year 2012 the state government had introduced Energy Accounting of power stations, but so far the plan has not materialized.
They further informed that under Energy Accounting System, the officer responsible for distribution of electricity was to be made accountable for the units supplied from a particular feeder. "The officer responsible will have to keep check on the units consumed in the locality and later tally it with the revenue collected by the field staff", they said.
Most of high tech meters installed in grid stations, sources said, were neither reliable nor have the reliability tests been conducted regularly. "The high tech meters installed at grid or sub stations need regular testing but majority of them are unreliable and their reliability tests are being conducted, at times years together", an official seeking anonymity said.
He further said that despite repeated directions of Union government to increase the revenue collections, some of most vital measures including Energy accounting of grid stations were still restricted to papers.
"It is imperative to make proper inventory, as how electricity is being used after it leaves the grid and power stations to curb Transmission and Distribution losses, but same is still in oblivion", he maintained.
Despite investing Crores of rupees in revamping power sector, especially in capital cities, Power Development Department (PDD) has failed to prepare any Disaster Management (DM) in case of major breakdown in the electricity supply.
In a recent report, the Comptroller and Auditor General (CAG) had revealed that no disaster management setup existed in the state for immediate restoration of transmission system in the event of any major electricity failure or fault. Further out of 54 Grid Sub-Stations, generator backup is available in only 37 sub-stations.
Pertinently, Union Power Ministry has been regularly asking the state to increase revenue from electricity, bring down power purchase bill and Transmission and Distribution (T&D) losses, which were currently around 60 to 65 per cent and initiate other reforms.
