'God' helps to expose Udhampur MGNREGA scam

Udhampur, Oct 30: A bizarre turn of events has inadvertently exposed scam in implementation of MG NREGA in Udhampur, but ironically, despite the expose, the district administration has stayed numb.
Thirteen cheques amounting to Rs.1, 11,971 issued under MGNREGA were found abandoned in a tea stall but 11 of the beneficiaries of these cheques refused to collect them admitting that they has no connection whatsoever with these cheques.
The thirteen cheques were found along with many other documents abandoned in a file at a way side tea stall, near Nandini on Jammu Udhampur national highway. The owner of the tea stall, on going through the file found telephone number of one Shiv Charan, the Member Judicial Committee of Ser Manjhla panchayat in Udhampur. The tea stall owner informed him about the documents but when he did not get any response for the next 15 days, he sent the documents to Shiv Charan who was surprised to see that these documents belonged to the Ser Manjhla panchayt and had 13 cheques in the names of some residents of the village.
He placed the cheques in a local temple and informed all those people and asked them to pick up the cheques from the temple if they were genuine beneficiaries.
To every body's surprise only two persons came forward and claimed the cheques while 11 people declined to accept the cheques saying that they had never worked under any scheme of MGNREGA.
Interestingly, while most of the 'beneficiaries' who refused to accept the cheques from the temple are residents of the village but they are working out of the village for many years. These include Charan Dass who has been working at a Kirana shop at Peer Mitha Jammu for last 20 years. Bittu Kumar, who, has been working as Coolie at Ludhiana since many years. Bodh Raj, who has been working at Udhampur, Ravi Kumar, who has been working at a Halwai shop near Subhash hotel at Katra since many years. Jasvinder Singh, who is a conductor in a mini bus at Udhampur. All of these undue beneficiaries confirmed to ET that they have never worked in any scheme of MGNREGA.
Shiv Charan, the Member Judicial Committee Ser Manjhla has handed over these cheques along with other documents to Yasha Mudgal, the District Development Commissioner of Udhmpur who ordered an enquiry in the matter, but 49 days later, the enquiry has produced no results.
