| IAS lobby works in unison, Mudgal's APR speaks | | | Early Times Report JAMMU, Oct 30: Contrary to popular perception of IAS officers being at each other's throat, the lobby works in unison when it comes to defending their colleagues and batch mates. Quoting an instance, sources in the Civil Secretariat said that IAS lobby used all possible ways and means to get Annual Performance Appraisal Report (APAR) of 2007 batch IAS officer Yasha Mudgal improved. She was then serving as Project Director Sarv Shiksha Abhiyaan (SSA) under the then Minister for School Education Peerzada Mohammad Sayeed. Sources added that Sayeed was not satisfied with the performance of Mudgal. On these grounds, sources told Early Times that Sayeed rated performance of Mudgal as 2 on a scale of 10. This is rated as worst performance by an IAS officer. This could even impact promotion prospects of the officer. Sources said that Yasha applied for review but the minister refused to budge. In the meantime, Peerzada was divested of the portfolio of Minister for School Education. Chief Minister Omar Abdullah took over. Once Omar took over the School Education portfolio, IAS lobby ensured that Yasha's review request is heeded to, added the sources. Within no time, sources said that Yasha Mudgal's request for review was accepted and her performance was rated at 8 on a scale of 10. Not only was her granted wish but she was also transferred and posted as Deputy Commissioner (DC) Udhampur. Sources assert that IAS lobby does work in unison when it comes to posting, promotion and deputation of their juniors, seniors as well as colleagues. They added that despite spending half of their life in New Delhi, IAS lobby ensures that officers returning from deputation get prize postings. |
