| J&K Cements heading towards disaster, Govt in deep slumber | | | Syed Junaid Hashmi
JAMMU, Nov 10: Blue-eyed officers of Jammu and Kashmir government are leaving no stone unturned in turning a state owned profit making corporation 'J&K Cement Limited' into another ruined house. Ex-Managing Director of the corporation R.K.Razdan whose second extension bid was cut short by a team of officers, who were appalled by the reports coming from inside the corporation. He made all possible efforts to get his term extended by another year after having managed the same in October 2012 by the blessings of ex-Minister of State (MOS) Sajjad Kitchloo and Ex-Industries Minister. Razdan, according to sources would have managed extension for another year, if Farooq Factoo would not have taken over as Commissioner/Secretary Industries. They added that Factoo went simply by rules and regulations especially the Cabinet decision of the State Government which makes it clear that neither would officers be engaged after retirement nor would extension be made a rule. Factoo put down his foot and opined to concerned Minister against granting another extension to Razdan. Since the government was not ready with proposal of finding another officer to look after state's only profit making corporation 'J&K Cement Limited', charge was given to Managing Director (MD) Jammu and Kashmir (J&K) SICOP R. L. Tikoo. However, Razdan left the Corporation after having taken two major decisions which are likely to boomerang in the years to come. According to insiders, Razdan took the decision of importing coal from outside the country. They added that Razdan bought third grade coal from outside, though at comparatively, lower price but the coal has created more problems for the cement units than being of any help. Insiders maintain that compared to the coal which state used to purchase from national coal manufacturing companies, double the quantity of this imported coal is used for production purposes. Sources assert that the imported coal has increased burden on the corporation and workers have begun pleading for purchasing coal from national coal manufacturing companies. They further say that two ministers, both from National Conference, helped Razdan in fulfilling his aims and ambitions. Sources assert that one of these was even pleading Razdan's case for another extension. Apart from this decision, Razdan took the decision to appoint around 100 persons for the new upcoming plant of JK Cements Limited at Samba in Jammu. If the sources are to be believed, Razdan not only took the decision of making fresh appointments, he even began recruiting people. Senior officers while questioning the logic behind recruitment drive which was initiated by Razdan said that priority should have been to utilize services of employees including some highly skilled persons, who migrated to Jammu after 1989 and continue to draw salaries. Officials do not hesitate in saying that recruitment at such a large scale could prove disastrous for the corporation's financial health when it is already witnessing slump in its annual turnover. Posts which were advertised by corporation in some local dailies include supervisory, administration, financial staff and skilled/semi-skilled workers. It needs to be stated here that a unit of the corporation has, remained defunct for many months last year. Recently it again stopped production. Sources attribute the malfunctioning of the unit to "substandard repair work" carried out in the unit. |
