Jammu, Nov 10: The pace and magnitude of development activities across Jammu and Kashmir would suffer a jolt in the days ahead, as the Planning and Development Department has asked all administrative secretaries of government departments and District Development Commissioners (DDCs) to restrict release of funds to 75 percent instead of 100 percent. Sources informed Early Times that on September, 10, Planning and Development Department had approved authorization of 100 percent plan funds to all departments, but on October, 6, P&DD has modified its own order, directing all departments to restrict release of Revenue and Capital component of Annual Plan funds by 75 percent instead of 100 percent. The P&DD has also conveyed to all administrative secretaries and DDCs that the Special Plan Assistance (SPA) release would remain at 50 percent and remaining 50 percent would only be released after fund made available by Government of India. A higher official pleading anonymity informed that the decision was taken by state Planning and Development Department, following directions from J&K Finance department. Recently the Union Finance department has reportedly conveyed to state Finance department, sources said, that former would not release all funds. "According to the extent of funds utilized by all departments in first two quarters, the next installment of funds will be released", sources said, adding that Union Finance department has reportedly conveyed to release funds, double to amount utilize by department in first two quarters. Sources further maintained that the decision has been taken by Union government in the backdrop of slugging performance of state departments to properly utilize the funds. "According to previous statistics shown by various government departments, only 5 percent funds are utilized in first two quarters while 15-20 percent in second quarter and 35-40 percent in third quarters", sources said. They further informed that astonishingly in the fourth quarter 100 percent utilization of funds was shown by departments but the picture was totally different at ground level. Moreover, it has also come to fore that huge embezzlement of funds was done by various departments, which compelled Union government to take such tough decisions against state government. |
